- Q: When will construction start and how long will it take?
A. Construction is anticipated to begin in May 2010, and end in Winter 2010.
- Q: Will the project affect traffic along Kempsville Road and Indian River Road?
A. HRSD is working closely with the City of Virginia Beach to develop a plan to minimize traffic impacts. Construction within the roadway will usually take place between the hours of 9:00 p.m. and 5:00 a.m. Traffic advisories will be issued when it is necessary for work to occur within the roadway at other times. Traffic will be maintained in each direction at all times, and appropriate signage and traffic control devices will be provided.
- Q: Will access to businesses be cut off at any time?
A. No. Access to businesses along the project alignment will be maintained at all times for patrons and service vehicles.
- Q: What noise and dust impacts are anticipated?
A. As with any construction project, we anticipate routine noise generated by the operation of heavy equipment. During construction the contractor will be required to keep the roadways free of dirt and other debris, and to apply water to the site as needed to minimize dust.
- Q. Why is this project needed?
A. The pipelines that are to be replaced were installed in early- to mid-1970, and are nearing the end of their useful life. This project will provide updated infrastructure that will help ensure HRSD's ability to protect public health and the environment for decades to come.
- Q: How much will it cost?
A. The estimated cost of construction is $3.9 million.
