  1. Q: What is the proposed project route? 
    A. The project is designed in two sections.  Section A is proposed to take place along the north side of Laskin Road between Great Neck Road and Village Drive.  Section B would extend from the intersection of Laskin Road and Village Drive, cross Laskin Road, extend south along the west side of Victor Road, then along the south side of Donna Boulevard, cross First Colonial Road to Reynard Drive and end at Freemac Drive. Construction is likely to begin in both sections during early 2009 and end in spring 2010.

  2. Q: When will construction start and how long will it take? 
    A. Construction is expected to begin in both sections in fall 2009 and end during winter 2010.

  3. Q: Will the project affect traffic along Laskin Road?
    A. HRSD is working closely with the City of Virginia Beach to develop a plan to minimize traffic impacts.  At least one lane of westbound traffic will be maintained at all times.  Appropriate signage, traffic control devices, and flagging operations will be provided. The eastbound travel lanes will not be affected.

  4. Q: Will access to businesses be cut off at any time? 
    A. No.  Access to businesses along the project alignment will be maintained at all times for patrons and service vehicles.

  5. Q. Why is this project needed?
    A. The pipelines that are to be replaced were installed in 1965 and are nearing the end of their useful life. This project will provide updated infrastructure that will help ensure HRSD's ability to protect public health and the environment for decades to come.

  6. Q: How much will it cost?
    A. The estimated cost of Sections A and B combined is $11.5 million.

  7. Q. What alternative alignments were considered?
    A. The firm of Michael Baker, Jr., Inc., HRSD's engineering consultant for this project, prepared a comprehensive Preliminary Engineering Report. The document provides detailed information regarding the existing force main, regulatory and environmental permitting, pipeline design, pipeline alignment, and construction costs.
