Project Overview

HRSD is embarking upon a major project to replace a portion of its Hilltop / Point 'O Woods Interceptor Force Main, which is located in the Laskin Road Corridor of Virginia Beach.

Project Site 
The project is designed in two sections.  Section A is proposed to take place along the north side of Laskin Road between Great Neck Road and Village Drive.  Section B would extend from the intersection of Laskin Road and Village Drive, cross Laskin Road, extend south along the west side of Victor Road, then along the south side of Donna Boulevard, cross First Colonial Road to Reynard Drive and end at Freemac Drive. Construction is expected to begin in both sections during early 2009 and end in spring 2010. 

Proposed Approach
Ductile iron pipe will be used to construct the new sanitary force main. This material is strong enough to withstand internal and external pressures, is resistant to puncture by a future drilling or other trenching operation, and has a long and proven operational history with HRSD.

The new pipelines will be installed at a minimum of three feet below the existing ground surface.  They will be deeper in some areas to avoid potential conflicts with other existing utilities along the alignment.  Installation of the new force main and associated interconnections typically will be performed by open-cut methods.  The exceptions will be roadway crossings at Great Neck Road, Laskin Road, and First Colonial Road, which will be installed using trenchless methods. As construction progresses, disturbed pavement areas will be restored, and grassed areas will be seeded.

Air release valves will be provided at high points within the line to prevent potential air pockets from forming.  Operational valves will be provided for operations and maintenance purposes.

Once the new force main has been installed it will be connected to the existing pump stations along the alignment, as well as to the existing force mains located at the intersection of Great Neck Road and Laskin Road to the west, and Reynard Drive and Freemac Drive to the east.  During this time, the existing cast iron and reinforced concrete sanitary force main will be abandoned in place.  All temporary erosion and sediment control measures and temporary traffic control measures will be removed, and final restoration will be performed to return affected areas to pre-construction conditions.
