Virginia’s First Water Reuse Project
Frequently Asked Questions (FAQs)
- Q: WHO are the project partners?
A. Hampton Roads Sanitation District York River Treatment Plant and the Yorktown Refinery owned by Giant Industries, Inc., are partners in the project, which is located in York County.
- Q. HOW was the project accomplished?
A. McKim & Creed designed the project in six months. Contractors accomplished phases one and two of this three-phase project simultaneously in just 12 months.
- Pipeline: Piute Contractors completed a directional drill (2700 feet of 8-inch pipe 40 feet under Back Creek) to the refinery in April 2002.
- Filters: T. A. Sheets Mechanical Contractor installed the Aqua Disk filter and internal plumbing.
- Sequencing Batch Reactors (SBR): Mid-Eastern Builders, Inc. (MEB), will complete the backup biological treatment system in November 2002.
- Q. WHEN was the first reclaimed water delivered to the Yorktown Refinery?
A. July 2002
- Q. WHAT is the cost of the project?
A. $3.0 million (including all three contracts and engineering)
- Q. HOW MUCH will reclaimed water cost?
A. This is a project that pays for itself without cost to HRSD’s individual ratepayers or Virginia’s taxpayers. Giant Industries pays a rate that allows the full cost of the project to be recovered, while saving money. The rate of $1.50/1000 gallons will be re-evaluated after three years but will never exceed 60% of the cost of potable water, which is now $3.25/1000 gallons.
- Q. HOW is the project financed?
A. The initial capital costs for the treatment plant modifications are financed through the Virginia Water Facilities Revolving Loan Fund. Giant invested in modifications to distribute the reclaimed water within the refinery.
- Q. WHAT is water reuse?
A. Using reclaimed water for a direct beneficial use or controlled use in accordance with the Virginia regulation.
- Q. WHAT is water reclamation?
A. The treatment of domestic, municipal or industrial wastewater or sewage to produce reclaimed water for a direct beneficial or controlled use that would otherwise not occur.
- Q. HOW is Yortown Refinery using the reclaimed water?
A. The refinery now uses reclaimed water for cooling, its fire suppression system and utility water. Ultimately reclaimed water will be used for boiler feed.
- Q. WHAT are the key water quality parameters?
A. Turb(<5), Fecals(<200), TRC(>0.5) / Op Targets NH3(<2), TP(<2), pH (6-9), TSS (<10), COD (<40)
- Q. WHAT is the reuse water flow rate?
A. 0.5 million gallons per day
