H2O Program Help to Others (H2O) provides financial relief to those who can't pay their public utility bills and may lose water service. The program provides temporary assistance when a personal crisis such as death of a spouse, disability, or sudden loss of income prevents payment of water and sewer bills. H2O is a community-based program that relies on donations. All proceeds are used to help families or individuals in need. Donations can be mailed to:
The Hampton Roads Planning District Commission coordinates the H2O Program in regional cooperation with HRSD, local public utilities, and social service providers. Each locality has a designated social service provider to accept applications for assistance and ensure that applicants meet eligibility requirements. To be eligible, applicants must:
H2O provides up to $250 one time in a 12-month period to pay public utilities. Eligible applicants should contact their local water utility above for more information.
