General Management The HRSD total quality management approach encourages innovation and teamwork. The General Manager provides direction and guidance to the five departments: Engineering, Finance, Information Services, Operations, and Water Quality.
Ted Henifin, a registered professional engineer, has served as HRSD’s General Manager since 2006. The recipient of a bachelor's of science in civil engineering from the University of Virginia, Henifin also has completed the Water and Wastewater Leadership Program at the Kenan-Flagler Business School of the University of North Carolina at Chapel Hill. Mr. Henifin began his career in 1982 as a civil engineer in the facilities planning division of the Navy Public Works Center in Norfolk. He has served as a senior engineer with the Norfolk Redevelopment and Housing Authority and deputy site manager of the Navy Public Works Center at Little Creek. He worked for nine years as Director of Public Works for the City of Hampton before joining HRSD. Active in numerous professional and civic organizations, Mr. Henifin has served on the board of directors of the Virginia, District of Columbia, and Maryland Chapter of the American Public Works Association. He is president of the George Wythe Recreation Association and a member of the boards of the Downtown Hampton Child Development Center; the American Red Cross, Hampton Roads Chapter; and the Hampton Neighborhood Development Partnership. Mr. Henifin’s honors include the Julian F. Hirst Award for Distinguished Service, presented by the American Society for Public Administration. He was twice named the City of Hampton’s Boss of the Year.
Prior to joining HRSD in 2007, Mr. Hubbard was the Sanitary Sewer Overflow Reduction Manager for the City of Virginia Beach. In that capacity he ensured full compliance with regulatory orders, represented the city with DEQ and EPA, served as Team Leader for the Regional Capacity Team, and managed contracts with consulting engineers. Mr. Hubbard's extensive experience also includes more than 20 years as an operations manager in the city's public utilities department. A registered professional engineer, he holds a B.S. degree in civil engineering from the Virginia Military Institute. Mr. Hubbard is a member of the American Society of Professional Engineers and the Water Environment Federation and twice received the Virginia Beach City Manager's Creativity, Innovation, and Public Service Award.
Jennifer Heilman joined HRSD in 1992, and has served as Commission Secretary since July 2005. She previously held positions in the Engineering, Finance and Administration, and Water Quality departments. Ms. Heilman received a B.A. degree in human resources from Saint Leo University.
