The HRSD total quality management approach encourages innovation and teamwork. The General Manager provides direction and guidance to the seven departments: Communications, Engineering, Finance, Information Technology, Operations, Talent Management and Water Quality.
Ted Henifin, a registered professional engineer, has served as HRSDís General Manager since 2006. The recipient of a bachelor's of science in civil engineering from the University of Virginia, Mr. Henifin also has completed the Water and Wastewater Leadership Program at the Kenan-Flagler Business School of the University of North Carolina at Chapel Hill.
Mr. Henifin began his career in 1982 as a civil engineer in the facilities planning division of the Navy Public Works Center in Norfolk. He has served as a senior engineer with the Norfolk Redevelopment and Housing Authority and deputy site manager of the Navy Public Works Center at Little Creek. He worked for nine years as Director of Public Works for the City of Hampton before joining HRSD.
Active in numerous professional and civic organizations, Mr. Henifin serves on the boards of the National Association of Clean Water Agencies, VIRGINIAforever and WHRO. He is also secretary of Langley Federal Credit Union, treasurer of the Hampton Neighborhood Development Partnership and president of the George Wythe Recreation Association. He is past president of the Virginia Association of Municipal Wastewater Agencies and was a member of Congressman Scott Rigellís Chesapeake Bay Advisory Committee.
Mr. Henifinís honors include the Julian F. Hirst Award for Distinguished Service, presented by the American Society for Public Administration. He also was among a select number of proven leaders chosen for the 2009 class of LEAD Virginia and the Civic Leadership Institute Class of 2015.
Jennifer Cascio joined HRSD in 1992, and has served as Commission Secretary since July 2005. She previously held positions in the Engineering, Finance and Administration, and Water Quality departments. Ms. Cascio received a B.A. degree in human resources from Saint Leo University.
