Payment Methods

If you have questions regarding your account we suggest you send an e-mail to Ask@hrsd.com. If you prefer to telephone, the best times are Wednesday, Thursday, or Friday from 9:00 a.m. to 11:30 a.m. or from 2:00 p.m. to 4:30 p.m., when our call volume is typically lower. We deeply regret that some customers may experience difficulties in reaching us due to our high call volume.

Customers may pay HRSD and HRUBS bills by:

  • Electronic payment from your financial institution account (no fee)
    Please allow up to 3 business days for payment to post to your HRSD / HRUBS account.

  • Mail check or money order (PAYMENTS ONLY - not for correspondence)

  • Third party bill pay services
     Please allow up to 3 business days for payment to post to your HRSD / HRUBS account.
    • HRSD / HRUBS can receive electronic payments from most banks and other 3rd party bill pay services.
      (e.g. Checkfree, Metavante, Avista, etc.)

  • Credit / debit card payments
    Credit / debit card payments can be made online or by calling 1-866-533-1567. We accept VISA, MasterCard and Discover.

  • Cash, check, or money order - In person (see Payment Locations)

If your water service needs to be restored after payment is made, please contact HRSD Customer Information Services at Ask@hrsd.com or 757-460-2491 during business hours (M - F, 8:00am - 4:30pm).
