This project is a necessary part of a larger, federally mandated program to abandon aging sanitary sewer pipelines that are at risk of failure. Upgrade of the HRSD system includes transfer of flow to a nearby sanitary sewer line and installation of inline valves and related components to provide additional isolation within the nearby existing pipeline in case of any pipe failures. This project will provide updated infrastructure that will help ensure HRSD’s ability to protect public health and the environment for decades to come.

Comprehensive traffic control plans will be implemented to minimize disruptions to the flow of traffic. There will be planned detours during some phases of construction. Signage will be placed prior to these detours.

The contractor will ensure that emergency vehicle and resident access to residences and at least one entrance to businesses will be maintained throughout construction. Trash and mail services should not be affected. If necessary, the contractor will move trash containers from within a work zone to an area accessible for pickup and will be responsible for returning them to each residence.

The work on Diamond Springs Road at the Aragon Drive and Bayside Road intersections will typically take place overnight and on weekends. Work at the westbound ramp from Diamond Springs Road to Northampton Boulevard and work on Wesleyan Drive at Virginia Tech Trail will typically take place during the day between 7 a.m. and 7 p.m. However, there may be times when extended hours, work at night, or weekend work may be necessary at these locations as well.

There should be no interruptions to water or sewer service throughout the duration of this project.

Where sewer pipeline is being installed or exposed, asphalt, curb, gutters, driveway aprons, and grass will be removed and then restored upon completion of the project.

The typical construction noises such as equipment engines, back-up alarms, materials being delivered, diesel generators, air compressors, sawing, etc. should be anticipated.

Although the majority of the materials will be stored off-site, the contractor will need to keep some supplies within the active work zone, in the public right-of way.

Construction workers will not be allowed to park their personal vehicles in the public right-of-way. However, parking may occur on side streets where parking is permitted. Work trucks will be allowed to park within the active work zone.

The estimated cost for the project is estimated at approximately $6.5 million and is financed by the wastewater treatment fees paid by HRSD customers.
