HRSD Capital Improvement Program Project (CE011821) -
HRSD is undertaking a project to construct a new pumping station on HRSD property located at 2101 Elbow Road, which is located approximately ½ mile northeast of Bethel Baptist Church. The project includes underground piping installation and the construction of a new building to house pumps, piping, and electrical equipment. The new building has been designed to resemble a barn to better blend into the surrounding environment. These improvements are necessary to improve the performance and reliability of the pumping station for higher flows in this part of the HRSD wastewater system when flow is diverted in support of the Chesapeake-Elizabeth Treatment Plant closure and for the ultimate Regional Wet Weather Management Plan.

Work on the foundation for the new building slab is in progress. Work on the buried electrical and water lines that are on site is in progress.

The majority of the work will be confined to HRSD property. Construction traffic and material delivery vehicles will enter and exit the site off Elbow Road. Traffic control plans will be implemented to minimize inconvenience when work is underway near the road or the entrance to the site is being used.

These improvements are necessary to improve the performance and reliability of the pumping station for higher flows in this part of the HRSD wastewater system when flow is diverted in support of the Chesapeake-Elizabeth Treatment Plant closure and for the ultimate Regional Wet Weather Management Plan.

Disruptions to traffic will be minimal and generally related to vehicles entering and existing the site to deliver equipment and materials.

The new building housing the pumps and other equipment has been designed to resemble a barn to better blend into the rural setting.

Work will typically take place Monday through Friday between 7 a.m. and 5 p.m.

This project should not affect water or sewer service.

This project will have minimal impact on existing pavement. The work near the existing road will be limited to the new paved entrance to the property.

This project will generate typical noise associated with heavy construction including noise from equipment like heavy machinery, loading and emptying of dump trucks, air compressors, portable generators, and power tools. Additionally, backup alarms from construction vehicles will be heard.

Yes. Material and equipment will be stored on the HRSD property. Materials will include pipe, valves, structural components for the building, stone, and sand. Heavy equipment, including excavators, cranes, and front-end loaders will also be staged on site for the duration of the project.

Parking will be restricted to HRSD property or in the public right-of-way where it is legal to do so.

The estimated cost for the project is $5.3 million, and is financed by the wastewater treatment fees paid by HRSD customers.
