Notice of Public Review Comment Period and Public Hearing for Hampton Roads Sanitation District’s Eastern Shore Infrastructure Improvements: Transmission Force Main Phase I Project



In compliance with Section 7 of the Virginia Clean Water Revolving Loan Fund’s Procedural Guidelines, Hampton Roads Sanitation District (HRSD) is providing the public the opportunity to review the enclosed documents, provide comments for a period of 30 days, and attend a virtual public hearing to be held on April 6, 2022. The documents include the Basis of Design Report (BODR), a Request for Categorical Exclusion (CE), and an Environmental Assessment (EA) for the Eastern Shore Infrastructure Improvements - Transmission Force Main Phase I (ES010100) project (Eastern Shore Sewer Infrastructure Improvements).

HRSD has applied for state funding via the Virginia Clean Water Revolving Loan Fund (Fund), which was established as a renewing source of low-interest loan funding for improvements to publicly owned wastewater systems. The Fund is separate, permanent, and perpetual with all principal and interest repaid into the Fund used to finance other projects. The State Water Control Board is responsible for developing the policies and procedures for the Fund and has delegated responsibility for management of the day-to-day operations of the Fund to the Clean Water Financing and Assistance Program of the Virginia Department of Environmental Quality. 

HRSD proposes to construct approximately 110,000 linear feet of new wastewater transmission force mains (i.e. sewer pipes), two new pump stations, and one replacement pump station in Northampton and Accomack Counties, to provide more efficient collection and treatment of wastewater in the associated towns

Pursuant to Section 7 of the Virginia Clean Water Revolving Loan Fund’s Procedural Guidelines, the BODR, Request for CE, and EA documents are available for public review and comment; comments regarding the project will be accepted until April 6, 2022, when a virtual public hearing will be held at 6:00 pm to discuss the project.
