Providence Road PRS Upgrades and Interconnect Force Main
HRSD Capital Improvement Program Project (CIP CE011822) -
HRSD is undertaking a project to update the pumping station and reconfigure the external buried piping at its existing Providence Road Pressure Reducing Station located at 5729 Old Providence Road. The existing building and its internal equipment will be demolished and replaced with new equipment and a new building designed to resemble a residential home. The project also includes a new pipeline across Providence Road from the pump station site to Woodstock Park that will be installed by boring and jacking the pipe under the road. These improvements are needed to handle increased flows along this corridor and improve station reliability.

Testing and startup of the new equipment inside the pump station has begun, and site restoration is in progress. The project is anticipated to be complete in spring 2021.

The majority of the work will be confined to HRSD property; however, work will also occur in Old Providence Road and in the parking lot of Woodstock Park. Construction traffic and material delivery vehicles will enter and exit the site near the intersection of Providence Road and Avalon Avenue. Traffic control plans will be implemented to minimize inconvenience when work is underway in the road or the entrance to the site is being used.

This project is necessary to improve the performance and reliability of the pumping station for higher flows in this part of the HRSD wastewater system.

The project completed years ago focused on replacing the buried pipe and valves on the east side of the station to replace ones that were faulty. This project will focus on improving the performance and reliability of the pumping station for higher flows in this part of the HRSD wastewater system.

This project does involve work within the Old Providence Road right-of-way, which will temporarily disrupt traffic. The contractor will implement a comprehensive traffic control plan to safely direct travelers around the work zones. Additionally, there will be short-term disruptions related to vehicles entering and existing the site to deliver equipment and materials.

Access to nearby properties will be maintained during construction with brief interruptions for movement of construction equipment.

Work will typically take place Monday through Friday between 7 a.m. and 5 p.m. Occasionally, work will occur on the weekend or at night when flow in the HRSD system is lower.

No. This project will not affect water or sewer service.

Yes. The work within the Old Providence Road right-of-way will require the temporary removal of pavement in the road. Pavement will be temporarily patched after the installation of underground facilities and will be fully restored during the latter stages of construction.

This project will generate typical noise associated with heavy construction including noise from equipment like heavy machinery, loading and emptying of dump trucks, air compressors, portable generators, and power tools. Additionally, backup safety alarms from construction vehicles will be heard.

Yes. Material and equipment will be stored on the HRSD property and the public right-of-way area on either side.

Parking will be restricted to HRSD property or in the public right-of-way where it is legal to do so.

The estimated cost for the project is $14.4 million, and is financed by the wastewater treatment fees paid by HRSD customers.
