--Pavement Restoration Update--

HRSD, your regional wastewater treatment utility, is working to install a new sanitary sewer pump station and rehabilitate existing sanitary sewer and manholes in the Phoebus area. The areas around the completed manholes will be restored. The restoration work will include milling and paving. The work should take place primarily between the hours of 7 a.m. to 5 p.m., Monday – Friday, and could include weekend work.

Construction Update:

  • Beginning as early as May 5, the final phase of milling and paving will begin the vicinity of your home/business.
  • The milling and paving will be in select areas of Willard Avenue between Downes Street and E. Taylor Avenue, and along E. Kelly Avenue. For more information, please refer to the maps below.
  • Be aware this work will take place in the roadway and could include partial lane closures, street closures, and detours. Flagging will be in place to direct motorists around the work. Access to all residents and businesses will be maintained throughout construction.
  • On-street parking will be temporarily restricted. Signs stating this will be posted ahead of the work.
  • This work will take place primarily during daytime hours and should not affect your water or sewer.
  • The roadways are anticipated to be opened at the end of paving operations each day.
  • This portion of the work is anticipated to be completed in approximately 4-5 weeks. Due to the nature of construction, work is weather and situation dependent and dates are subject to change.

While our project team works diligently to minimize impacts, you may notice increased noise, traffic, crews, and heavy equipment (with back-up safety alarms) associated with construction. Please take care when traveling around the construction area and for your safety, follow all traffic signs and signals.
