Willard Avenue Pump Station and Sewer Replacement
--Utility Work to Occur--
HRSD, your regional wastewater treatment utility, is working to install a new sanitary sewer pump station and rehabilitate existing sanitary sewer and manholes in the Phoebus area. This work is being done to resolve capacity, operational, and maintenance issues that currently affect the existing pump station and pipes that are near the end of their useful life. The work should take place primarily between the hours of 7 a.m. to 5 p.m., Monday – Friday, and could include weekend work.
Construction Update:
- Pump Station building at North Willard Avenue and Downes Street
- Construction is ongoing and will include site restoration and startup.
- Work at the pump station is anticipated to be completed in Summer 2025.
- National Avenue to E Mellen Street
- Beginning as early as May 12, a bypass system, including curb ramps, will be routed along S. Willard Avenue from National Avenue to E. Mellen Street.
- This work is anticipated to be completed in 8-10 weeks.
- National Avenue to Downes Street
- Beginning as early as May 19, a series of manholes and pipelines will be replaced and the pump station between National Avenue and Segar Street will be demolished.
- As the roadwork is complete, paving operations will take place to restore the area.
- This work is anticipated to be completed in 5-6 months.
- Traffic During Construction along S. Willard Avenue from National Avenue to E. Mellen Street
- Be aware, traffic patterns will shift and include partial lane closures, street closures, and detours. Flagging will be in place during daytime hours to direct motorists around the work. During nighttime hours the westbound lane of S. Willard will be closed, and detours will be in place. Access to all residents and businesses will be maintained throughout construction.
- On-Street Parking will be temporary restricted. Signs stating this will be posted prior to work.
- Due to the nature of construction, work will be weather and situation dependent and dates are subject to change or be extended.

While our project team works diligently to minimize impacts, you may notice increased noise, traffic, crews, and heavy equipment (with back-up safety alarms) associated with construction. Please take care when traveling around the construction area and for your safety, follow all traffic signs and signals.
