Nansemond Treatment Plant SWIFT Improvements
--Site Clearing to Begin--
HRSD, your regional wastewater treatment utility, is working to install a new sanitary sewer pump station and rehabilitate existing sanitary sewer and manholes in the Phoebus area. This work is being done to resolve capacity, operational, and maintenance issues that currently affect the existing pump station and pipes that are near the end of their useful life. The work should take place primarily between the hours of 7 a.m. to 5 p.m., Monday – Friday and could include weekend work.
Construction Update:
- Beginning as early as August 25, 2025, tree clearing will occur within the plant site located at 6909 Armstead Road.
- This work will take place during the hours of 7:00 a.m. to 5:00 p.m., Monday to Friday, within the plant property. Nighttime work is not anticipated.
- Access to the site for construction vehicles will be via Armstead Road only, and access to homes/businesses will not be affected.
- This work will not affect your water or sewer services.
- This portion of the work is anticipated to be completed in 8 to 10 weeks.
- Additional construction activities will take place through the Spring of 2029 to complete the project. Construction notices will be issued in advance of the next phase of work and will be posted on the project webpage, along with monthly updates.
While our project team works diligently to minimize impacts, you may notice increased noise, traffic, crews, and heavy equipment (with back-up safety alarms) associated with construction. Please take care when traveling around the construction area and for your safety, do not enter the site.
