Why are we doing this project?
- The existing Willard Avenue Pump Station located at 219 National Avenue is at the end of its useful life.
- In order to improve reliability and provide for future capacity, the size of the pump station needs to be increased. This will require it to be located at nearby 302 S. Willard Avenue and extending on to 214 and 218 Downes Street.
- In addition to the pump station, several areas of gravity sewer pipe along Willard Avenue were identified as a significant source of stormwater infiltration and require replacement.
What is involved?
- Demolition of the current structures at 302 S. Willard Avenue and 214 and 218 Downes Street
- Construction of new pump station at the corner of S. Willard Avenue and Downes Street
- Demolition and return to green space of the existing Willard Pump Station site at the intersection of National Avenue, S. Willard Avenue, and Segar Street
- Removal and replacement of gravity sewer pipe sections on S. Willard Avenue from National Avenue to E. Kelly Avenue (approximately 4,000 ft)

- New Pump Station at the corner of S. Willard Avenue and Downes Street

HRSD Gravity Sanitary Sewer Pipe
- Approximately 4,000 ft from National Avenue to E. Kelly Avenue
- Approximately 540 ft from the site of the existing Willard Avenue Pump Station to the new Willard Avenue Pump Station. This section will be owned and maintained by the City of Hampton.
How will I be impacted during construction?
- Willard Avenue Pump Station work will be conducted largely on the site itself. During this time, you may experience:
- Staging of construction materials will occur on the existing and proposed Willard Avenue Pump Station sites.
- When temporary road closures become necessary, one lane of traffic will be maintained at all times, if feasible. If not, a detour will be in place.
- Typical construction noise such as engines, backup alarms, material deliveries, diesel generators, and air compressors can be expected.
How will I be impacted during construction?
- Installation of Gravity Sewer Pipe will move along S. Willard Avenue, impacting individual parcels for a short duration. During this time, you may experience:
- Increased truck traffic including construction equipment
- Lane closures and flagging operations during working hours
- Typical construction noise such as engines, backup alarms, material deliveries, diesel generators, and air compressors
- Potential block by block closures with detours
- Construction notices will be distributed in advance to alert residences to lane closures and detours and will be posted on the project webpage.
How will I be impacted during construction?
- What will be maintained:
- Access to residences and a minimum of one access to businesses
- Mail & trash services
- Emergency vehicle access
- Most construction will be during daylight hours; however, there may be a need for extended hours and night-time construction (on rare occasions)
Project Schedule
- Construction activities: Beginning fall 2022 – fall 2024
- Individual notices and doorhangers will be provided to residences and businesses when crews are in the area during construction.
