--Sewer Pipe Installation to Continue: Holland Avenue--

 

HRSD, your regional wastewater treatment utility, in coordination with the City of Norfolk, will continue installation of a new sanitary sewer pipeline along Holland Avenue as part of the ongoing Luxembourg and Ashland Circle Pump Station Replacement Project. This work should take place primarily between the hours o 7 a.m. and 5 p.m., Monday–Friday.

Construction Update:

  • Beginning as early as June 1, 2026, sewer pipeline installation will occur on Holland Avenue between Norway Place and Huntington Crescent. Work on Huntington Crescent between Holland Road and Ashland Circle will also be occurring this summer.

  • Be aware that traffic patterns will shift and will include road closures and detours to through traffic. Access to homes/businesses will be available.

    • Driveway entrances may be impacted during the day and when work is occurring directly in front of a residence.

    •  At the end of the work day, the sewer pipe trench will be covered with a steel plate to allow the street to be open in the evening/night time.

  • Street parking will not be allowed in the construction area

  • This work should not affect your water or sewer services. If a service interruption needs to occur, you will receive a notice to inform you.

  • This portion of the work is anticipated to be completed in 3 to 4 months. Due to the nature of construction, work is weather and situation dependent, and dates are subject to change or be extended.

While our project team works diligently to minimize impacts, you may notice increased noise, traffic, crews, and heavy equipment (with back-up safety alarms) associated with construction. Please take care when traveling around the construction area and for your safety, do not enter the site.
