This project is a necessary part of a larger, federally mandated program to repair and improve aging sanitary sewer pipelines that are at risk of failure. Upgrade of the HRSD system includes the rehabilitation of the sanitary sewer lines and improvements to the associated manholes. This project will provide updated infrastructure that will help ensure HRSD’s ability to protect public health and the environment for decades to come.

Comprehensive traffic control plans will be implemented to minimize disruptions to the flow of traffic. There will be planned detours during some phases of construction. Signage will be placed prior to these detours.

The contractor will ensure that emergency vehicles and resident access to residences and at least one entrance to businesses will be maintained throughout construction. Trash and mail services should not be affected. If necessary, the contractor will move trash containers from within a work zone to an area accessible for pickup and will be responsible for returning them to each residence.

Work will typically take place Monday through Friday during daylight hours (7 a.m. - 5 p.m.). However, there may be times when extended hours, work at night, or weekend work may be necessary.

There may be temporary interruptions to sewer services or requests to limit water use for a short duration, but these requests will be coordinated with each resident before the disruptions. There should be no long-term interruptions to water or sewer service throughout the duration of this project.

The sewer rehabilitation work occurs inside the existing sewer pipe and is accessed through the existing manholes. No pavement excavation is needed for the sewer pipe rehabilitation. Several manhole covers are being replaced, which will require an approximate 5 ft x 5 ft pavement area around the manhole cover to be removed and replaced.

The typical construction noises such as equipment engines, back-up alarms, materials being delivered, diesel generators, air compressors, sawing, etc. should be anticipated.

Although the majority of the materials will be stored off-site, the contractor will need to keep some supplies within the active work zone, in the public right-of way.

Construction workers will not be allowed to park their personal vehicles in the public right-of-way. However, parking may occur on side streets where parking is permitted. Work trucks will be allowed to park within the active work zone.

The estimated cost for the project is estimated at approximately $1.2 million and is financed by the wastewater treatment fees paid by HRSD customers.
