Willard Avenue Pump Station and Sewer Replacement

--Utility Work to Occur--

HRSD, your regional wastewater treatment utility, is continuing work to install a new sanitary sewer pump station and rehabilitate existing sanitary sewer and manholes in the Phoebus area. This work is being done to resolve capacity, operational and maintenance issues that currently affect the existing pump station and pipes as these assets are at the end of their useful life. This work should take place primarily between the hours of 7 a.m. to 5 p.m., Monday – Friday. Weekend work may take place on Saturdays and Sundays between 8 a.m. and 5 p.m.

Holiday Work Schedule:

  • Work is not expected to occur on December 24th, 25th, and January 1st.
  • To make up for that time, crews may work on Sundays on December 8th, 15th, and 22nd between 8 a.m. to 5 p.m.

Construction Update:

  • The pump station building at the corner of S. Willard Avenue and Downes Street is still under construction. This includes underground and above ground activities such as siding, roofing, windows and doors.
    • The pump station is anticipated to be complete in early 2025.
    • Ongoing landscaping, electrical work, and general maintenance is ongoing through spring 2025.
  • From East County Street to Mill Creek Terrace:
    • A future (short-term) bypass system setup is anticipated in early 2025.
    • Restoration (paving and curb & gutter replacement) is anticipated to be complete by spring 2025.
  • From East Taylor Avenue to East Sewell Avenue:
    • Manhole replacement work is continuing:
      • East Taylor Avenue
      • East Cummings Avenue
      • East Mercury Boulevard
    • This work is anticipated to be complete by the end of 2024 with the bypass system removed shortly thereafter.
  • East Kelly Avenue:
    • This bypass system was installed, and this manhole is anticipated to be replaced by late December.
  • Downes Street to National Avenue:
    • The pipeline and manhole replacement between Downes Street and National Avenue is anticipated to occur in early 2025. This includes a short-term bypass system from Mill Creek Terrace to the new pump station site at the corner of Downes Street and S. Willard Avenue

While our project team works diligently to minimize impacts, you may notice increased noise, traffic, crews, and heavy equipment (with back-up safety alarms) associated with construction. Please take care when traveling around the construction area and for your safety, follow all traffic signs and signals.
