--Drilling for Instrument Installation Beginning May 2025--

 

HRSD, your regional wastewater treatment utility, in partnership with the U.S. Geological Survey (USGS) has begun work to install a state-of-the-art Land Motion Observatory to monitor how HRSD SWIFT may slow or even reverse land subsidence. The work takes place in three-consecutive week intervals between the hours of 7 a.m. - 6 p.m. Monday - Friday, and 8 a.m. - 5 p.m. Saturday and Sunday. The work cadence will be three weeks of work followed by one week off from now through late fall. This unique 21-day work schedule is important because it helps to:

  • reduce the overall drilling time (stopping the operation for even one day a week can double the amount of time needed to complete the installation),
  • maintain the integrity of the hole
  • prevent debris collapsing on the drill stem and getting stuck (if the drill stem is unable to be advanced or removed from the hole then the well would have to be abandoned, and another one would have to be drilled), and
  • allows the workers to meet milestones and get to a stopping point that will allow them to plan and stabilize the hole for the 7-days of inactivity.

The first 7-day off cycle began on Monday, June 9.

Construction Update:

  • The drilling will continue at the northwestern side of the James River Treatment Plant, approximately 500 ft. from the intersection of Horse Pen and Flax Mill Rd.
  • This work will involve the use of a drilling rig and ancillary equipment that will produce a low humming noise while in operation.
  • This work will take place during the daytime. Nighttime work is not anticipated, but if it needs to occur, the contractor will notify you in advance.
  • This work should not affect traffic patterns or affect your water or sewer services.
  • This portion of the work is anticipated to be completed late fall. Due to the nature of construction, work is weather and situation dependent and dates are subject to change or be extended.

While our project team works diligently to minimize impacts, you may notice increased noise, traffic, crews, and heavy equipment (with back-up safety alarms) associated with construction. Please take care when traveling around the construction area and for your safety, do not enter the site.
