Elizabeth Andrews Appointed to HRSD Commission

VIRGINIA BEACH -- Virginia Governor Glenn Youngkin has appointed Elizabeth Andrews, of Williamsburg to serve on the HRSD Commission. This appointment follows the recent passing of HRSD’s respected Commissioner, Frederick N. Elofson, who served HRSD, its service area, and the Commonwealth of Virginia with distinction for 19 years.

 

"We are profoundly saddened by the loss of our esteemed colleague, whose commitment and vision were invaluable to HRSD," said Commission Chair, Stephen C. Rodriguez. "His legacy of strong fiscal responsibility and his dedication to public health and the environment will continue to inspire our work."

 

Elizabeth Andrews brings deep experience in environmental law, having formerly served as Senior Assistant Attorney General and Chief of the Environmental Section of the Virginia Office of the Attorney General, where she oversaw a team of attorneys representing and providing counsel to the Secretary of Natural Resources and the natural resources agencies of the Commonwealth. Ms. Andrews is a Distinguished Law & Policy Fellow at the University of Virginia Weldon Cooper Center and is also the former Director of William and Mary’s Virginia Coastal Policy Center. She also served as the Water Policy Manager for the Virginia Department of Environmental Quality, where she worked closely with the legislature, the regulated community, and environmental organizations to address the water quality and quantity challenges facing Virginia’s coastal areas in particular. Ms. Andrews is a graduate of the College of William and Mary and received her Juris Doctor degree, summa cum laude, from the Washington College of Law at American University. She resides in Williamsburg.

 

The HRSD Commission meets monthly and sets policy, provides direction and approves the HRSD budget. Commission members reside in the localities comprising HRSD’s service area and serve four-year terms
