To receive a reduction in wastewater treatment charges, the customer must provide the submeter reading to HRSD each billing period. Customers should submit their readings to HRSD five to seven days prior to their scheduled meter read date to ensure the maximum deduction.
Please note – although your bill includes commas, please do not include commas in your Submeter Read Entry submission.
The meter read date can be found on the customer’s bill and generally falls on or about the same day of the month for each billing cycle. Should a reading be received late the credit will be delayed until the next billing cycle. If multiple submeter readings are submitted within the same bill period, the latest read will be used to calculate the credit. Submeter deductions given for any one billing cycle cannot exceed the total consumption for that billing period. No back credit will be given.
Failure to submit at least one submeter reading in a 12-month period will result in permanent termination of submeter credit for any single family residential account.

HRSD does not service submeters, please contact a plumber for repairs or replacements. Residents/homeowners are responsible for any costs associated with submeter repairs or replacements.

Your wastewater treatment consumption is calculated by subtracting your submeter usage from your water meter usage. The resulting total is applied to the current HRSD Rate in accordance to the Rate Schedule. The Account Detail section on your bill displays the calculated HRSD charges and the submeter reading entered by the customer.
