In Summer 2022, HRSD began a multi-year project to replace critical aging infrastructure in the South Norfolk community. This project consists of three phases that will replace two aging sanitary sewer pump stations and their associated sanitary sewer pipes. To improve sewer system reliability and provide for future capacity, the pump stations will be demolished and rebuilt on adjacent lots. The pipelines between these two pump stations are being replaced and, in certain cases, rehabilitated. For the pump station and sewer pipe locations, please refer to the Project Map.
- Park Avenue Pump Station: The current pump station is located at 503 Park Avenue. Once the new pump station is built on the corner of Park Avenue and Porter Street, the former pump station will be demolished. For artist renderings on what the new pump station will look like, please view the presentation in the Online Meetings & Events section of this webpage.
- Sanitary Sewer Pipeline Replacement: The pipelines that will connect to the two pump stations will be replaced or rehabilitated. This work will occur along Park Avenue, Rodgers Street, Byrd Avenue, and Bainbridge Boulevard.
- Ferebee Avenue Pump Station: The current pump station is located across from Ferebee Avenue at 2812 Bainbridge Boulevard. Once the pump station is built on the adjacent lot at 2900 Bainbridge Boulevard, the former pump station will be demolished. For artist renderings on what the new pump station will look like, please view the presentation in the Online Meetings & Events section of this webpage.

Dust control measures such as paving, frequent road cleaning and/or application of water will be enacted to reduce dust from becoming airborne in our construction areas. After construction, roadways and rights-of-way will be restored to their pre-construction structure and materials.
Byrd Avenue Construction Update:
Our contractors continued sewer pipeline replacement efforts down Byrd Avenue this month with the installation of gravity sewer pipes. Activities included dewatering of the pipe trench, excavation, the installation of pipe joints, and preparations for installing manholes. The tentative schedule for this construction on Byrd Avenue is estimated to span from February 2025 to summer 2025.During construction, Byrd Avenue will be closed to through traffic with no street parking. Residents will need to access their homes via alleys and side streets.
Rodgers Street Sewer Pipeline Update:
Continuing work on Rodgers Street includes the replacement of a gravity sewer line on Rodgers Street near Holly Avenue. Concrete below Holly Avenue will be replaced after this pipeline is installed, and pavement will be installed tentatively in the spring. Richmond Street remains closed to through traffic.Rodgers Street is open again to through traffic between Park Avenue and Holly Avenue but is still closed to through traffic between Holly Avenue and Byrd Avenue and on Richmond Street to ensure safety around the construction area. Although barriers will be in place, residents will be able to access their homes via the side street of Holly Avenue and various alleys. The pipeline work on Rodgers Street is expected to be completed by spring 2025.
Bainbridge Boulevard Pipeline Work Update:
Work has completed near the intersection of Bainbridge Boulevard and Redstart Street. Our contractors have now moved north on Bainbridge Boulevard to install a sewer pipeline back towards the intersection with Swain Avenue. The pipeline work is tentatively planned to be completed in spring 2025.As a result of the work on Bainbridge Boulevard, the northbound side of Bainbridge Boulevard remains restricted to one lane between the west entrance to Southgate Plaza near Swain Avenue and Ferebee Avenue to the south. Residents on Bainbridge Boulevard and Swain Avenue will be able to access their homes via their normal routes.
Park Avenue Pump Station Construction Update:
Contractors continued work on several sections of the pump station; connecting a power line to the control cabinet; and installing odor control panels, fuel lines, electrical conduits, and additional process piping. Electrical work has completed at the pump station’s generator building.As early as April 7th, our contractors will begin work in front of the new Park Avenue pump station to tie in the station sewer pipeline into the existing sewer pipeline on Park Avenue. This will include excavation and pipe replacement on Park Avenue in front of the station. During this time, the following conditions will occur:
- Work shall not block any portion of Park Avenue on school days during school arrival (7-8am) and departure (2:30-3:30pm) hours.
- Access to the school bus lane will be maintained.
- Flaggers will maintain two-way traffic between Perry Street and the faculty/parent circulation driveway on the west side of the school during school hours.
- Access for residents along Porter Street shall be maintained at all times.

Continuing construction and connection work will occur directly on the pump station property itself, Monday – Friday between the hours of 7 AM – 6 PM. As a reminder, construction of this pump station is ongoing until summer 2025.
Ferebee Pump Station Update:
Our contractor is scheduled to begin work on the construction of a new Ferebee pump station at 2812 Bainbridge Boulevard as early as mid-to-late April 2025. All construction work will occur directly on the pump station property itself, Monday – Friday between the hours of 7 AM – 6 PM. The work is expected to be completed by late 2027.During material deliveries or concrete pours, the southbound side of Bainbridge Boulevard may be reduced to one lane.

The project is necessary in order to provide reliable conveyance of sewage in the South Norfolk area. Replacing the existing pump stations with new modernized infrastructure will help to ensure wastewater capacity is adequate and will optimize HRSD’s ability to protect public health and the environment for decades to come.

No. Although this program includes designing new pump stations and sewer lines that can withstand flooding from major storm events, it is not intended to collect or eliminate storm water. The new pump stations and sanitary sewer lines will have increased capacity which will minimize sanitary sewer overflows (SSOs), but the system is not designed to be a stormwater collection and treatment system.

During the design phase of this project (ongoing through Spring 2024), surveyors or contractors may be seen working in the area. All survey work during this time will be completed in public rights-of-way. If access to a private property is needed, permission will be secured in advance with the property owner.

Disruptions to traffic will be minimized, and, in most cases, a single lane of traffic will be maintained. Some road closures will be necessary, and detours will be in place. Access to homes/businesses will be available.

The contractor will ensure that access to residences and at least one entrance to businesses will be maintained throughout construction. Trash and mail services will not be affected. If necessary, the contractor will move trash containers from within a work zone to an area accessible for pickup and will be responsible for returning them to each residence.

To protect residential structures during construction, over 35 vibration monitoring locations will be installed for use throughout the installation of sanitary sewer lines. Vibration monitoring will be carried out in advance of and during construction. Alerts are provided to contractor if the vibrations reach a particular level and work will be stopped if these vibrations exceed federally-established levels that may cause damage to residential structures.

For the sanitary sewer pipeline work occurring on Park Avenue, construction may occur Monday through Saturday between the hours of 7 a.m. and 7 p.m. However, for the other phases of the project, work will typically take place Monday through Friday during daylight hours (8 a.m. - 4 p.m.). There may be times when extended hours, work at night, or weekend work is necessary, but changes in work hours will be announced ahead of time to impacted individuals.

Your sewer service will be temporarily interrupted if work is to be performed on the sewer lateral pipe that serves your property. The contractor will notify you before your lateral is to be rehabilitated so you can plan appropriately. Sewer service typically will be restored within several hours. Your water service should not be affected by this program.

Where sewer and lateral pipes are dug up, asphalt, curb, gutters, driveway aprons, and grass will be removed and then restored upon completion of the program.

The typical construction noises such as equipment engines, back-up alarms, materials being delivered, diesel generators, air compressors, sawing, etc. should be anticipated during daylight hours (8 a.m. - 4 p.m.). If night work is to occur, affected residents will receive a notification ahead of the work.

An off-site storage area in the program vicinity will be used for the storage of most of the equipment and supplies. Some supplies may be contained within the active work zone, in the public right-of way.

Construction workers will not be allowed to park their personal vehicles on the public streets. However, work trucks will be allowed to park within the active work zone.

The estimated cost for the program is $35.8 million and is financed by the wastewater and wastewater treatment fees paid by HRSD customers.
