HRSD issues Indirect Wastewater Discharge Permits enabling waste haulers to discharge at all authorized HRSD treatment plants. Wastewater haulers are regulated by HRSD in accordance with Section 305 of the HRSD Industrial Wastewater Discharge Regulations, Discharge of Hauled Wastes. HRSD allows these permitted waste haulers to discharge non-industrial wastes including domestic septage, food service grease control device (GCD) waste, collection, holding and transfer (CHT) wastes from vessels, and wastes from portable toilets.

Permitted waste haulers are inspected bi-annually and are routinely checked at HRSD treatment plants. Each discharge location is continuously monitored and digitally recorded by CCTV. In addition to verifying proper discharge procedures by video, discharge volumes are verified through a scale database system and through email prompts programmed into the scale system. These hauled wastes are billed in accordance with the current HRSD Rate Schedule for Hauled Wastewater.

HRSD also operates the Regional Residual Facility (RRF) located at the Nansemond Treatment Plant. The RRF is available for the disposal of residuals generated during line cleaning or pump station maintenance of HRSD and locality owned sanitary sewerage systems. Users are authorized and regulated through the HRSD Best Management Practice (BMP) for the Regional Residuals Facility (RRF). Training on the use of the facility is provided by the Pretreatment & Pollution Prevention (P3) Division and the Nansemond Treatment Plant.

Waste Hauler Training Program

The Waste Hauler Training Program is designed to provide training on the requirements for discharging at HRSD Waste and Grease Receiving Stations. The program has two parts, a guided online training covering all aspects of the waste hauler program and a series of videos demonstrating the correct procedures for discharging at HRSD receiving stations.
