HRSD issues Indirect Wastewater Discharge Permits enabling waste haulers to discharge at all authorized HRSD treatment plants. Wastewater haulers are regulated by HRSD in accordance with Section 305 of the HRSD Industrial Wastewater Discharge Regulations, Discharge of Hauled Wastes. HRSD allows these permitted waste haulers to discharge non-industrial wastes including domestic septage, food service grease control device (GCD) waste, collection, holding and transfer (CHT) wastes from vessels, and wastes from portable toilets.
Permitted waste haulers are inspected bi-annually and are routinely checked at HRSD treatment plants. Each discharge location is continuously monitored and digitally recorded by CCTV. In addition to verifying proper discharge procedures by video, discharge volumes are verified through a scale database system and through email prompts programmed into the scale system. These hauled wastes are billed in accordance with the current HRSD Rate Schedule for Hauled Wastewater.
HRSD also operates the Regional Residual Facility (RRF) located at the Nansemond Treatment Plant. The RRF is available for the disposal of residuals generated during line cleaning or pump station maintenance of HRSD and locality owned sanitary sewerage systems. Users are authorized and regulated through the HRSD Best Management Practice (BMP) for the Regional Residuals Facility (RRF). Training on the use of the facility is provided by the Pretreatment & Pollution Prevention (P3) Division and the Nansemond Treatment Plant.
Waste Hauler Training Program
The Waste Hauler Training Program is designed to provide training on the requirements for discharging at HRSD Waste and Grease Receiving Stations. The program has two parts, a guided online training covering all aspects of the waste hauler program and a series of videos demonstrating the correct procedures for discharging at HRSD receiving stations.

Septic Tank: a water-tight covered receptacle designed to receive and process the sewage discharge from a building. The effluent from the septic tank is distributed for disposal through the soil. Settled solids and scum from the tank are pumped out periodically and hauled to a treatment facility.
Grey water: wastewater generated from sink drains, lavatories, showers, dishwashers, and laundries – usually associated with a vessels CHT system. It does not include industrial wastes, infectious wastes or human body wastes. Grey water is not an acceptable description for wastewater discharge to an HRSD Treatment Plant; the waste hauler must specify the source of the grey water (i.e. from a CHT system).
Domestic Holding Tank: a system utilized on portable offices/trailers, typically at temporary locations where there is no direct sanitary sewer connection, for collection of both domestic sewage and grey water. It does not include industrial wastewater.

A passive device required to stop grease (non-hydrocarbon), fat, oil, wax or debris from entering the sanitary sewer system. The two main types are: hydromechanical grease interceptor (usually inside the building) and gravity grease interceptors (outside in the ground). Fats, oils, and greases (FOG) cause blockages in the sanitary sewerage system, ultimately causing backups and overflows. Interceptors are designed to separate greasy materials from the wastewater, for subsequent removal, before they can enter and adversely affect the sanitary sewerage system. Discharge of food service grease control device waste is prohibited at the York River Treatment Plant.

A facility including pumps and equipment for pumping fluids from one place to another. They are used for a variety of infrastructure systems, such as the supplying of water, the drainage of low-lying land, and the removal of sewage. Municipal or private sewage pump (lift) stations are used to help transport wastewater from homes and businesses across the city/county to HRSD pump stations, which then route the flow to HRSD treatment plants. Only liquids and floatables from pump stations may be discharged at HRSD plants (sludge is prohibited).

A portable, self-contained outhouse manufactured of molded plastic, utilized as a temporary toilet for collection of domestic sewage (human body wastes only), typically at construction sites or large gatherings and events. Portable toilets contain a holding tank with special chemicals added to provide odor control.

Any combination of domestic septage, portable toilet or CHT wastewater. HRSD does not accept mixed loads containing grease.

A wastewater collection, holding and transfer (CHT) system on many ships/boats, designed to collect both domestic sewage and grey water, until the wastewater can be pumped off and hauled to a suitable shore receiving facility. It does not include industrial or bilge wastes.

The pumping of wastewater from a public or private pump station or sewer line, under a locality’s direction during emergency conditions, for subsequent discharge into a downstream sanitary sewer access point. If no downstream access is available, the wastewater may be hauled to an HRSD treatment plant. There is no HRSD charge for those wastes which are pumped from a public or private pump station during an emergency and subsequently hauled to a HRSD treatment facility for disposal, provided this wastewater is being billed by HRSD.
Footnote**Even though the above wastes are approved for discharge, if at any time the waste hauler divulges information that they believe the wastes are contaminated (i.e. fuel or chemical odor), then the wastes shall be hauled to a Centralized Waste Treatment (CWT) facility or other proper disposal site, NOT an HRSD Treatment Plant.**

HRSD access badges must be assigned to trucks and are required for plant access and scale usage.
The Atlantic Treatment Plant and Nansemond Treatment Plant are open to hauled waste discharges 24 hours a day, seven (7) days a week. Discharges are accepted at the other locations listed below 6 A.M. to 7 P.M., seven (7) days a week.
