Independence Boulevard & Hessian Road Valve Site FAQs


This project is necessary to increase the reliability of the sewage collection system by providing an automated valve that will increase operational flexibility to maintain desired system performance. When we say “automated” valve, we are referring to a valve with an electric actuator that opens and closes the valve automatically based on the current pressure readings in the HRSD sewer system. If pressure is too high in one area, some sewer flow can be diverted to an area with lower pressure.


Traffic control plans will be implemented to minimize disruptions to the flow of traffic. Planned lane closures of the inside southbound and northbound lanes of Independence Boulevard and the outside southbound lane of Independence Boulevard will be in effect during some phases of construction. Signage will be placed prior to this lane closure.  


Access to businesses should not be impacted during construction.


Work will typically take place Monday through Friday during daylight hours (8 a.m. - 4 p.m.). However, there may be times when extended hours, work at night, or weekend work may be necessary. 


Water and sewer services should not be impacted by this project.


Where the new driveway will be installed along Independence Boulevard, asphalt, curb, gutters, and sidewalk will be removed and then restored upon completion of the project. Areas outside of the roadway where excavation is necessary will be restored upon completion of the project.


The typical construction noises such as equipment engines, back-up alarms, materials being delivered, diesel generators, air compressors, sawing, etc. should be anticipated.


It is anticipated that the contractor will store the equipment and supplies onsite within the active work zone.


Construction workers will not be allowed to park their personal vehicles on the public streets. However, work trucks will be allowed to park within the active work zone.


The estimated cost for the project is approximately $500,000 and is financed by the wastewater treatment fees paid by HRSD ratepayers.
