This work should take place primarily between the hours of 8 a.m. to 6 p.m., Monday – Friday.

HRSD, in coordination with the City of Portsmouth, is undertaking a project to inspect and rehabilitate or replace City sanitary sewer infrastructure at two primary locations. A program of High Priority Projects will be constructed through 2030 as part of HRSD’s Regional Wet Weather Management Plan. Projects were selected based on their ability to provide the greatest environmental benefits. Rehabilitation of sanitary sewer within two areas of the City of Portsmouth are part of the larger High Priority program. This work is ultimately being conducted to reduce the risk of sanitary sewer overflows during heavy rain events such as Nor’easters or hurricanes. This project is a necessary to increase the reliability of the sewage collection system by replacing aging infrastructure. This project includes sanitary sewer condition investigation and rehabilitation as part of a larger program to reduce sewage overflows during rainstorms.

Precise construction locations and methods will be determined pending inspections results from condition assessment activities. However, it is anticipated that disruptions to traffic will be minimized, and in most cases, a single lane of traffic will be maintained. In the event that detours are necessary during some phases of construction, signage will be placed in advance.

The contractor will ensure that access to residences and at least one entrance to businesses will be maintained throughout construction. Trash and mail services will not be affected. If necessary, the contractor will move trash containers from within a work zone to an area accessible for pickup and will be responsible for returning them to each residence.

Work will typically take place Monday through Friday during daylight hours (8 a.m. - 5 p.m.). However, there may be times when extended hours, work at night, or weekend work may be necessary.

Your sewer service will be temporarily interrupted if work is to be performed on the sewer lateral pipe that serves your property. The contractor will notify you before your lateral is to be rehabilitated so you can plan appropriately. Sewer service typically will be restored within several hours. Your water service should not be affected by this project.

Where sewer and lateral pipes are dug up, asphalt, curb, gutters, driveway aprons, and grass will be removed and then restored upon completion of the project. Most of the project work will be located within the public and private right-of ways, and as much of the construction as practical will be “trenchless,” meaning the contractor will not need to dig up the street to fix the pipes. However, certain sections of sewer may be in very poor condition and may require replacement by digging.

The typical construction noises such as equipment engines, back-up alarms, materials being delivered, diesel generators, air compressors, sawing, and associated activities should be anticipated.

It is anticipated that the contractor will negotiate with a private property owner for a storage area in the project vicinity, and this site will be used for most of the equipment and supplies. The contractor will keep some supplies within the active work zone, in the public right-of way.

Construction workers will not be allowed to park their personal vehicles on the public streets. However, work trucks will be allowed to park within the active work zone.

The estimated cost for the project is approximately $30 million and is financed by the wastewater treatment fees paid by HRSD customers.

Sanitary Sewer Pipeline Construction Update
In February 2023, HRSD will continue its sanitary sewer replacement project with work beginning on Park Avenue between Bainbridge Boulevard and Rodgers Street. Construction will include the excavation of the road and sidewalk to replace the existing sanitary sewer pipes.
