--Utility Work to Occur--
HRSD, your regional wastewater treatment utility, is undertaking a project to inspect and perform maintenance on the sanitary sewer piping within the intersection of Kempsville Road and Beaufain Boulevard / Brandon Boulevard. This work will start at 9:00 p.m. on Friday (10/17) and is expected to be complete by 5:00 p.m. on Sunday (10/19).
--Sewer Pipe Installation to Begin--
HRSD, your regional wastewater treatment utility, will begin work to install microtunnel pits in the Virginia Ham Drive/Portsmouth Boulevard area. This work should take place primarily between the hours of 7 a.m. to 5 p.m., Monday – Friday.
--Utility Work to Occur--
HRSD, your regional wastewater treatment utility, will begin work to replace sewer pipe and manholes in South Main Street and south of Bainbridge Boulevard. This work should take place primarily between the hours of 7 a.m. to 5 p.m., Monday – Friday.

HRSD, your regional wastewater utility, is undertaking a project to raise or replace manhole frames and covers in West Point, Urbanna, and King William. The purpose of this project is to address manhole frames and covers that are damaged, broken, or below grade. Please see the Roads Affected Section of this webpage for specific roads that will be impacted. This effort will improve system reliability, enhance public safety, and reduce the potential for stormwater to enter the sanitary sewer.
Project Cost: Approximately $1,085,000
June 1, 2026
All manhole frame and cover replacements are complete while some additional site restoration may be required in June. This work may require flagging operations to ensure traffic is managed safely in the area.
Please note that due to the nature of construction, all work is weather and condition dependent, and schedules are subject to change.
Work is scheduled to be completed one locality at a time. The following roads are scheduled to be included in this project:
Town of Urbanna
Comprehensive traffic control plans will be implemented to minimize inconvenience.

SUFFOLK – Motorists are advised that HRSD will begin work to install a sanitary sewer pipe on College Drive. This work will require a detour/lane shift of the west bound lane on College Drive between the southbound exit 8 ramp off I-664 and the traffic circle. The entrance and exit of Pointe Place will be closed during construction. The detour will begin as early as October 9 and continue until the end of February 2026. Motorists will need to follow the marked detour as indicated on the map below.

The contractor will continue replacing manhole frame and covers as well as two manhole modifications, including site restoration. This work may require flagging operations to ensure traffic is managed safely in the area.

This project is necessary to address manhole frames and covers that are damaged, broken, or underneath the pavement. Replacing or raising these castings/structures will improve system reliability, enhance public safety, and reduce the potential for stormwater infiltration into the sewer system.
A field survey was performed to evaluate the condition of manholes. Based on this assessment, manholes requiring adjustment or replacement were identified and included in the project.
Disruptions to traffic will be minimized. There may be occasional detours or single lane closures. Flaggers will be present to help direct vehicles, as needed.
The contractor will ensure that access to residences and at least one entrance to businesses will be maintained throughout construction. Trash and mail services will not be affected. If necessary, the contractor will move trash containers from within a work zone to an area accessible for pickup and will be responsible for returning them to each residence.
Work will typically take place Monday through Friday during daylight hours (7 a.m. - 5 p.m.). However, there may be times when extended hours, work at night, or weekend work may be necessary.
No interruptions to water or sewer service are anticipated during this project.
Where manholes are dug up or raised, asphalt, curb, gutters, driveway aprons, and grass will be removed and then restored upon completion of the project.
The typical construction noises such as equipment engines, back-up alarms, materials being delivered, diesel generators, air compressors, sawing, and associated activities should be anticipated.
The contractor has negotiated with a private property owner for a storage area in the project vicinity and this site will be used for most of the equipment and supplies. The contractor will keep some supplies within the active work zone, in the public right-of-way.
Construction workers will not be allowed to park their personal vehicles on the public streets. However, work vehicles will be allowed to park within the active work zone.
The estimated cost for the project is approximately $1.1 million and is financed by the wastewater treatment fees paid by HRSD customers.
