James River Treatment Plant SWIFT Improvements

--Riverview Farm Park Trails Construction Update--

HRSD, your regional wastewater treatment utility, is undertaking improvements for the James River Treatment Plant SWIFT project. The installation of over 1 mile of new trails adjacent to Riverview Farm Park and Menchville Marina and on HRSD’s property is underway. This work will typically only take place during the hours of 7 am to 5 pm (Monday-Friday) in compliance with the project’s weekday work hours.

Trail Construction Operations:

  • Trail construction operations will typically occur during weekdays. Weekend work may occur when approved.
  • This project includes the construction of asphalt trail on grade and wooden boardwalk trail supported by timber piles. The trail boardwalk’s pile installation will only occur during weekdays from the hours of 7 am to 5 pm. Timber pile installation will be monitored to maintain vibration limits to keep from damaging existing adjacent structures.
  • Timber pile installation will begin at the Menchville Marina trail then progress to the Flax Mill Creek trail. Menchville Marina trail pile installation is anticipated to start in May 2023 and will last approximately 2 months; work is weather and situation dependent and may need additional time.
  • The vast majority of the trees in the woodlands near Menchville Marina and Flax Mill Creek will be preserved. The removal of a few select trees, potentially dangerous dead trees and overhanging branches, and some downfall will be required. The disturbance to the tree canopy will be minimal and will be complemented by the planting of vegetative screening along Flax Mill Creek during the fall season.
  • In the area of Flax Mill Creek some ground disturbance may occur as contractors remove tons of rusted metal, trash, and debris abandoned in the area long ago.
  • To meet the project’s stormwater regulatory requirements, a pond will be constructed in Riverview Farm Park.
  • Some construction traffic will cross the existing Riverview Farm Park Trail for access to Flax Mill Creek trail. Signage will be placed ahead of this access point to alert the public.

Construction Update:

  • Trail construction is underway on the City and HRSD’s property.
  • Timber pile installation will start at Menchville Marina trail then progress to the Flax Mill Creek trail.
  • Work associated with tree removal, grading, and excavation are underway.
  • This portion of work should not affect your water or sewer services.
  • Planned construction work hours (other than well drilling) will remain Monday-Friday 7 am to 5 pm with occasional weekend activity on Saturdays.

While our project team works diligently to minimize impacts, you may notice increased noise and traffic, along with the people and heavy equipment (with back-up safety alarms) associated with construction. Please take care when traveling around the construction area and for your safety, do not enter the site. Due to the nature of construction, work is weather and situation dependent, and dates are subject to change.
