James River Treatment Plant SWIFT Improvements

--Riverview Farm Park Trails Construction Update--

HRSD, your regional wastewater treatment utility, is undertaking improvements for the James River Treatment Plant SWIFT project. The installation of over 1 mile of new asphalt and boardwalk trails adjacent to Riverview Farm Park and Menchville Marina and on HRSD’s property is underway (refer to the map on the back for more information). This work will typically only take place during the hours of 7 am to 5 pm (Monday-Friday) in compliance with the project’s weekday work hours.

Trail Construction Operations:

  • Beginning as early as the end of September, timber pile installation along Flax Mill Creek Trail will continue.
  • As the boardwalk progresses there will be equipment downtime for remobilization of each pile and between boardwalks. Work is weather dependent and additional time may be needed for pile installation.
  • There are four boardwalks on Flax Mill Creek trail, installation of piles will begin at the first boardwalk closest to the existing Riverview Farm Park Trail then progress south towards HRSD’s shoreline.
  • Timber pile installation will be monitored continuously with stationary equipment ensuring vibration is maintained below limits to keep from damaging existing adjacent structures. Should project limits be exceeded this monitoring equipment will send notifications via text message to the project consultants and contractor who will cease all operations.
  • The trail boardwalk’s pile installation will only occur during weekdays from the hours of 7 am to 5 pm. Weekend work may occur when approved for other construction operations.
  • Construction traffic will have to cross the existing Riverview Farm Park Trail to gain access to Flax Mill Creek trail. Signage will be placed ahead of this access point to alert the public.

Construction Update:

  • Trail construction is underway on the City and HRSD’s property.
  • The work includes timber pile installation, tree removal, grading, and excavation.
  • This portion of work should not affect your water or sewer services.
  • Planned construction work hours for the trail project will be Monday-Friday 7 am to 5 pm with occasional weekend work on Saturdays.
  • Work is weather dependent and additional time may be needed for construction.

While our project team works diligently to minimize impacts, you may notice increased noise and traffic, along with the people and heavy equipment (with back-up safety alarms) associated with construction. Please take care when traveling around the construction area and for your safety, do not enter the site. Due to the nature of construction, work is weather and situation dependent, and dates are subject to change.
