HRSD Commission Re-Elects Chair, Elects Vice Chair

VIRGINIA BEACH -- HRSD Commissioner Stephen C. Rodriguez has been re-elected to serve a third term as chair of the eight-member, Governor-appointed HRSD Commission, and Commissioner Willie Levenston, Jr., has been elected to serve as Vice Chair.

Mr. Rodriguez, a resident of Chesapeake, has been on the HRSD Commission since October 5, 2012, and is the retired owner and president of Cruco, Inc., which provided construction services in Hampton Roads. He currently works in the Construction Division for the Virginia Department of Transportation (VDOT). Mr. Rodriguez is an alumnus of Old Dominion University where he earned a bachelor’s degree in civil engineering technology and a certificate in civic leadership.

Mr. Levenston, a Portsmouth resident, has served on the HRSD Commission since September 9, 2014. He retired from the Norfolk Naval Shipyard in 2008 after more than 40 years of service and holds a Bachelor of Science in Engineering from Southern University in Baton Rouge, Louisiana, as well as several accreditations in Management Skills Development, Data Transmission and Communication Systems.

The HRSD Commission meets monthly and sets policy, provides direction, and approves the HRSD budget. Commission members reside in the localities comprising HRSD’s service area and serve four-year terms.
