HRSD, your regional wastewater treatment utility, in coordination with the City of Norfolk, is planning a project in your neighborhood to rehabilitate the existing HRSD and City sanitary sewer pipelines and public sewer service connections that are nearing the end of their useful life. This rehabilitation project will also improve the system’s performance and ensure continued, reliable sewer service in the future. The answers to some Frequently Asked Questions (FAQs) are provided here.

Project Overview
This project is part of the Environmental Protection Agency (EPA) Rehabilitation Action Plan, and it will use cured-in-place-pipe (CIPP) lining to reduce inflow and infiltration to our gravity sewer system. 

This project includes pipelines, manholes, as well as some public sewer service lateral pipes. These pipes will be repaired within the city right-of-way. The owner of any private sewer service pipe that is found in need of repair, will be contacted. The improvements to the gravity sewer system will occur in three areas:

  • Fox Hall project area: E. Princess Anne Road, Norcova Avenue, and W. Norcova Drive. Work will include the rehabilitation of 3,697 linear feet of gravity sewer pipe and 1 manhole. This will include the 85 linear feet of sewer pipe that extends to the City of Norfolk Pump Station #44.
  • Luxembourg project area: Luxembourg Street, Orleans Circle, Dupont Circle, Gowrie Avenue, Farragut Avenue, Hancock Avenue, and Blair Avenue. Work will include the rehabilitation of 3,044 linear feet of gravity sewer pipe and 7 manholes. It will also include 326 linear feet of City of Norfolk gravity sewer pipe.
  • Norview-Estabrook project area: Nansemond Circle, Norview Avenue, Chesapeake Boulevard, Montgomery Street, and Orange Street. Work will include the rehabilitation of 2,887 linear feet of gravity sewer pipe and 7 manholes.

Project Schedule

Staging: March 2024

Sewer Lining Work: 

Fox Hall: April 2024 – Summer 2024

Luxembourg: May 2024 – Fall 2024

Norview Estabrook: Fall 2024 – Early 2025

Restoration: Immediately following the project work when seasonably appropriate.
