HRSD Capital Improvement Program Project (VP015410) -
HRSD, your regional wastewater treatment utility, is planning a project to replace the existing HRSD City Park Pump Station that is nearing the end of its useful life. This replacement project will also improve the system’s performance and ensure continued, reliable sewer service in the future. The project is located off of La Valette Avenue near the Eggleston Horticultural Center and behind the Virginia Zoo. This project includes the demolition of the existing pump station, construction of a new pump station, the installation of new sanitary sewer piping, roadway restoration, and site improvements on the existing and proposed pump station sites. The contractor will maintain a clean job site and minimize traffic disruption.

In April, backfilling around the pump station will continue. The formwork, rebar, and concrete pouring will continue as work starts on the shallow foundations and slabs of the pump station. This work will take place during the daytime and within the right-of-way and the HRSD City Park Pump Station property. Traffic patterns will shift and will include partial lane closures and detours to through traffic. Access to homes/businesses will be available.
Formwork is the structure that shapes wet concrete. Formwork is built around the rebar, and then concrete is poured into the forms. Rebar is a steel rod that's placed in concrete to increase its strength and prevent cracking.

The work will be confined to HRSD property and the public right-of-way. Work in the right-of-way will include pipeline replacement and roadway resurfacing. Construction traffic will be entering and exiting the site along La Valette Avenue. Comprehensive traffic control plans will be implemented to minimize inconvenience. Access to the boat ramp and the Eggleston Center will be maintained.

This project is necessary to increase the reliability of the sewage collection system by replacing aging infrastructure and to improve the operation of the existing sewer pipe. This project will provide updated infrastructure that will help ensure HRSD’s ability to protect public health and the environment for decades to come.

Although the majority of the project work will be located within HRSD property and public and private right-of ways, some work will be completed within the roadway. Disruptions to traffic will be minimized, and in most cases, a single lane of traffic will be maintained. Comprehensive traffic control plans will be implemented to minimize inconvenience.

The contractor will ensure that access to residences and at least one entrance to businesses will be maintained throughout construction. Trash and mail services should not be affected. If necessary, the contractor will move trash containers from within a work zone to an area accessible for pickup and will be responsible for returning them to each residence.

Work will typically take place Monday through Friday during daylight hours (8 a.m. - 5 p.m.). However, there may be times when extended hours, work at night, or weekend work may be necessary.

Your sewer service may be interrupted temporarily by the gravity sanitary sewer piping and manhole installation in front of the pump station on La Valette Avenue. The contractor will notify you before the work on the gravity sanitary sewer piping and manholes are installed so you can plan appropriately. Sewer service typically will be restored within several hours. Your water service should not be affected by this project.

Where new gravity sanitary sewer and force main sewer piping are being installed, asphalt, curb, gutters, driveway aprons, and grass will be removed and then restored upon completion of the project.

The typical construction noises such as equipment engines, back-up alarms, materials being delivered, diesel generators, bypass pumps, air compressors, sawing, etc. should be anticipated.

It is anticipated that the contractor will negotiate with a private property owner for a storage area in the project vicinity, and this site will be used for most of the equipment and supplies. The contractor will keep some supplies within the active work zone, in the public right-of-way.

Construction workers will not be allowed to park their personal vehicles on the public streets. However, work trucks will be allowed to park within the active work zone.

The estimated cost for the project is approximately $8.8 million and is financed by the wastewater treatment fees paid by HRSD customers.
