Larchmont Area Sanitary Sewer Improvements (LASSI) Program
--Project Introduction Notice--
Construction Update:
As early as January 2025, HRSD, your regional wastewater treatment utility, will begin work to replace aging sanitary sewer pump stations and existing HRSD sanitary sewer pipelines and public sewer service connections that are nearing the end of their useful life as part of the Larchmont Area Sanitary Sewer Improvements (LASSI) Program.
Expected work will include excavation at pump station sites followed by the construction of pump stations and installation of new equipment. New sanitary sewer pipelines will be installed via open-cut trench excavation. Construction work will occur Monday – Friday between the hours of 7 AM – 7 PM.
Tentative Construction Schedule:
The earliest mobilization of work will occur at the Magnolia Pump Station site and will tentatively begin in mid-January 2025.
The tentative schedule for construction is as follows:
- Construction of New Magnolia Pump Station – Early 2025 to Late 2026
- Construction of New Hanover Pump Station – Spring 2025 to Fall 2026
- Rehabilitation of Richmond Crescent Pump Station – Early 2025 to Late 2025
- Rehabilitation of Powhatan/Buckingham Pump Station – Early 2025 to Late 2025
- Rehabilitation of Jamestown Crescent Pump Station – Spring 2025 to Early 2026
- Replacement of Richmond Crescent Sewer Pipelines – Spring 2025 to Late 2025
- Replacement of Hanover Sewer Pipelines – Summer 2026 to Spring 2027
The following conditions can be expected during construction:
- Your water and sewer service will not be disrupted.
- Through traffic will be detoured around active construction zones, but residents will still be able to access their homes. On-street parking will be closed in active pipeline construction zones.
- Vibration monitors will be located onsite and near construction areas to minimize disruption. Alerts are provided to the contractor if the vibrations reach a particular level, and work will be stopped if these vibrations exceed federally established levels that may cause damage to residential structures.
- Some noise can be expected from excavation, backup alarms, diesel generators, motors, sheet pile driving, and other work.
- Dust control measures, such as temporary paving, frequent road cleaning, and/or application of water, will be enacted to reduce dust from becoming airborne.
- Construction work sites will be fenced in to protect from entry, and warning signs will be placed around pipeline work.
- Roadways and rights-of-way will be restored to their pre-construction structure and materials.
- Construction update notices will be distributed to those in the affected areas throughout the project to provide updates of upcoming work; these notices will also be posted on the project webpage and NextDoor.
- Due to the nature of construction, work is weather and situation dependent, and dates are subject to change.

While our project team works diligently to minimize impacts, you may notice increased noise, traffic, crews, and heavy equipment (with back-up safety alarms) associated with construction. Please take care when traveling around the construction area and for your safety, do not enter the site.
