Willard Avenue Pump Station and Sewer Replacement
--Utility Work to Occur--
HRSD, your regional wastewater treatment utility, is working to install a new sanitary sewer pump station and rehabilitate existing sanitary sewer and manholes in the Phoebus area. This work should take place primarily between the hours of 7 a.m. to 5 p.m., Monday – Friday, but could include weekend work.
Construction Update:

Beginning as early as October 7th, a manhole replacement and the installation of bypass pipes and pumps will begin in the vicinity of your home/business.

Be aware street closures and detours will occur. During this work, Willard Avenue between E. Mercury Boulevard and E. Taylor and E. Virginia Avenue near N. Hope Street will be closed, and a detour will be in place between 8 a.m. and 4:30 p.m. There will be 24-hour road closures at the intersection of E. Sewell Avenue and N. Willard Avenue, E. Taylor Avenue and N. Willard Avenue, and the Northbound Lane of N. Hope Street between E. Kelly Avenue and E. Virginia Avenue (Please refer to Figure 1 for a map). Flaggers will direct traffic as required, and access to all residents and businesses will be maintained throughout construction.

Bypass pipes and pumps will be installed from the north side of E Kelly Avenue to a manhole on S. Willard Avenue and E. Sewell Avenue. The bypass is being put in place so that the manholes along Willard Avenue can be replaced. This work will require curb ramps to be installed in the driveways along the route. The curb ramps allow vehicles to drive over the bypass pipes. The curb ramps will be in place throughout this portion of work. Figure 1A on the back of this notice shows two pictures of a curb ramp.

This work will take place primarily during daytime hours and should not affect your water or sewer.

Restoration of the area impacted by construction will be restored at the completion of the manhole installation.

This portion of the work is anticipated to be completed in approximately 2 months. Due to the nature of construction, work is weather and situation dependent and dates are subject to change.
While our project team works diligently to minimize impacts, you may notice increased noise, traffic, crews, and heavy equipment (with back-up safety alarms) associated with construction. Please take care when traveling around the construction area and for your safety, follow all traffic signs and signals.
