South Norfolk Pump Stations & Sanitary Sewer Replacement Project

PROJECT UPDATES – December 2022

Sanitary Sewer Pipeline Construction Update

In February 2023, HRSD will continue its sanitary sewer replacement project with work beginning on Park Avenue between Bainbridge Boulevard and Rodgers Street. Construction will include the excavation of the road and sidewalk to replace the existing sanitary sewer pipes.

Between 2023 and 2025, construction of the sanitary sewer pipeline from the Park Avenue Pump Station and the Ferebee Pump Station will occur in the following phases and estimated timeframes:

  • Phase Imap
    • Park Avenue to Rodgers Street
    • Winter 2023 to Fall 2023
  • Phase II
    • Rodgers Street to Byrd Avenue
    • Fall 2023 to late Winter 2024
  • Phase III
    • Byrd Avenue to Bainbridge Boulevard
    • Winter 2024 to Spring 2024
  • Phase IV (not pictured)
    • Bainbridge Boulevard
    • Spring 2024 to Sprmaping 2025

During the construction of Phase I, Park Avenue will be closed to vehicle traffic and parking. Residents will need to access their homes via their back alley. Mail delivery and any changes to trash service will be communicated prior to construction in 2023.

Construction will take place during daytime hours (7 AM – Sunset). During this operation, you may hear noises such as drilling, engines, backup alarms, diesel generators and motors. Your water and sewer service will not be disrupted.

More information regarding construction impacts to residents in Phase I will be released in early 2023

Park Avenue Now Open Between Bainbridge Boulevard and Rena B. Wright Elementary School

ImageImage

In early December, construction crews finished replacing the sanitary sewer pipelines on Park Avenue between Bainbridge Boulevard and Rena B. Wright Elementary School. The road was resurfaced with temporary asphalt (pictured above).

Access to Rena B. Wright Elementary School is now back to its pre-construction pattern and two-way traffic and parking is now allowed on Park Avenue.

During the next few weeks, you may see crews working to restore manholes and gutters in the area, but their work will not impact traffic patterns between Bainbridge Boulevard and the school.

Park Avenue Pump Station Construction

Excavation at the Park Avenue Pump Station site is ongoing. Throughout November, crews dug wells and pumped water out of the excavation area to keep it dry. Excavation will continue through December and construction of the pump station itself will begin in 2023. All work will continue to be conducted during daytime work hours.

While our project team works diligently to minimize impacts, you may notice increased noise and traffic, along with the people and heavy equipment (with back-up safety alarms) associated with construction. Please take care when traveling around the construction area and for your safety, do not enter the site. Due to the nature of construction, work is weather and situation dependent, and dates are subject to change.
