Park Avenue Pump Station Replacement (VP018000) -
In Summer 2022, HRSD will begin a multi-year project to replace critical aging infrastructure in the South Norfolk community. Using a phased approach, this project will replace two aging sanitary sewer pump stations and their associated sanitary sewer pipes along Park Avenue, Rodgers Street, Byrd Avenue, and Bainbridge Boulevard. For the pump station and sewer pipe locations, please refer to the Project Map.

The pouring of the concrete is tentatively scheduled as early as November 6th from 6AM – 5 PM. During this pour day, pump trucks will be present on the new pump station construction site. Staging areas for the concrete trucks feeding the pump trucks will be present behind and in front of Rena B. Wright Elementary School with a wash-off area off Perry Street. Contractor staff or “flaggers” will be present to guide traffic, but no lanes will be closed during this time.
Park Avenue Sewer Pipeline Update:
Excavation for the pipeline bore pit at the corner of Stewart and Park began earlier this month, with sheeting being placed to stabilize the site. After excavation completed, our contractor began to install new sewer pipeline. Construction work is expected to occur Monday – Friday between the hours of 7 AM – 5 PM.Park Avenue is restricted with no through driving allowed between Hull Street and Jackson Avenue during this phase of the pipeline replacement project to ensure safety around the construction area. Work on Park Avenue between Bainbridge Boulevard and Hull Street has been extended, and the road is currently restricted until late November at the earliest.
However, although barriers are in place, residents are able to access their homes and alleys via Stewart Street, Decatur Street, and Rodgers Street between Jefferson Street and Holly Avenue. Work is expected to be completed by late 2023.
While the contractors are working, you may hear noises such as drilling, engines, backup alarms, diesel generators and motors. Vibration monitors will be located onsite and near the construction area to ensure limited disruption to you in your residence. Your water and sewer service will not be disrupted. Dust control measures such as paving, frequent road cleaning and/or application of water will be enacted to reduce dust from becoming airborne. After construction, roadways and rights-of-way will be restored to their pre-construction structure and materials.
Ferebee Pump Station Update:
The replacement structure for Ferebee Pump Station is in its final design stages and is expected to begin construction during early 2024. -
Once construction begins, all work will be confined to HRSD property and road right-of-ways.
Impacted roads will include:
- Park Avenue
- Rodgers Street
- Byrd Avenue
- Bainbridge Boulevard
Please note: construction impacts will vary from location to location. More information regarding lane or parking closures, along with trash collection, school bus routes, and anticipated timelines for each road’s construction will be available closer to sewer pipeline construction in Summer 2022.

The project is necessary in order to provide reliable conveyance of sewage in the South Norfolk area. Replacing the existing pump stations with new modernized infrastructure will help to ensure wastewater capacity is adequate and will optimize HRSD’s ability to protect public health and the environment for decades to come.

No. Although this program includes designing new pump stations and sewer lines that can withstand flooding from major storm events, it is not intended to collect or eliminate storm water. The new pump stations and sanitary sewer lines will have increased capacity which will minimize sanitary sewer overflows (SSOs), but the system is not designed to be a stormwater collection and treatment system.

During the design phase of this project (ongoing through Fall 2023), surveyors or contractors may be seen working in the area. All survey work during this time will be completed in public right-of-ways. If access to a private property is needed, permission will be secured in advance with the property owner.

Disruptions to traffic will be minimized, and, in most cases, a single lane of traffic will be maintained.

The contractor will ensure that access to residences and at least one entrance to businesses will be maintained throughout construction. Trash and mail services will not be affected. If necessary, the contractor will move trash containers from within a work zone to an area accessible for pickup and will be responsible for returning them to each residence.

For the sanitary sewer pipeline work occurring on Park Avenue, construction may occur Monday through Saturday between the hours of 7 a.m. and 7 p.m. However, for the other phases of the project, work will typically take place Monday through Friday during daylight hours (8 a.m. - 4 p.m.). There may be times when extended hours, work at night, or weekend work is necessary, but changes in work hours will be announced ahead of time to impacted individuals.

Your sewer service will be temporarily interrupted if work is to be performed on the sewer lateral pipe that serves your property. The contractor will notify you before your lateral is to be rehabilitated so you can plan appropriately. Sewer service typically will be restored within several hours. Your water service should not be affected by this program.

Where sewer and lateral pipes are dug up, asphalt, curb, gutters, driveway aprons, and grass will be removed and then restored upon completion of the program.

The typical construction noises such as equipment engines, back-up alarms, materials being delivered, diesel generators, air compressors, sawing, etc. should be anticipated during daylight hours (8 a.m. - 4 p.m.).

An off-site storage area in the program vicinity will be used for the storage of most of the equipment and supplies. Some supplies may be contained within the active work zone, in the public right-of way.

Construction workers will not be allowed to park their personal vehicles on the public streets. However, work trucks will be allowed to park within the active work zone.

The estimated cost for the program is $35.8 million and is financed by the wastewater and wastewater treatment fees paid by HRSD customers.
