South Norfolk Pump Stations & Sanitary Sewer Replacement Project

PROJECT UPDATES – May 2023

Park Avenue Sewer Pipeline Work Update

HRSD is continuing its sanitary sewer replacement projectmap on Park Avenue between Stewart Street and Rodgers Street starting in early June 2023. Construction will include the excavation of two large areas (bore pits) in the middle of Park Avenue. Crews will be stationed in these bore pits and will use them to access the sewer pipes located under the pavement. Since they will not need to excavate the entirety of Park Avenue, overall, this will lessen the impact of the construction to residences located on Park Avenue.

As early as June 5th, contractors will close Park Avenue between Hull Street and Jackson Avenue, along with all the blocks shown in yellow and red, to prepare for construction. All areas in yellow will be closed to through traffic, though residents will be able to reach their homes or park on these blocks. Areas in red will be completely closed to vehicles and residents.

After the streets are closed, construction will begin  to occur on Park Avenue between Stewart Street and Rodgers Street. HRSD will provide notice at least one week in advance of the start of construction to those impacted by the road work. Construction is expected to last until late 2023. The timeline may change depending on weather or other factors. We will keep you updated regarding all schedule changes once construction begins.

During construction, Park Ave will remain closed to all vehicle traffic between Hull Street and Jackson Avenue. The streets in the yellow areas in the map above will be closed to through traffic. However, residents will be able to use these streets to access their homes and alleyways. If you live on Park Avenue between Hull Street and Jackson Avenue, please be aware of the following:

  • Residents will need to access their homes via their back alley.
  • Mail and package delivery service to residents will not be impacted. Contractors will work with delivery services to ensure that mail and packages reach your home.
  • Trash service will continue to be picked up in the locations that you typically place your trash.

Construction will take place during daytime hours (7 AM – Sunset). During this operation, you may hear noises such as drilling, engines, backup alarms, diesel generators and motors. Vibration monitors will be located onsite and near the construction area to ensure limited disruption to you in your residence. Your water and sewer service will not be disrupted. Dust control measures such as paving, frequent road cleaning and/or application of water will be enacted to reduce dust from becoming airborne. After construction, roadways will be restored to their pre-construction structure and materials.

Park Avenue Pump Station Construction Update

Excavation at the new Park Avenue Pump Station site is onpicture hold. When work resumes, we will provide advance notice.  This work will occur directly on the pump station property itself, Monday – Friday between the hours of 7 AM – 7 PM. As a reminder, construction of this pump station is ongoing until Summer 2024.

Ferebee Pump Station Update

The replacement structure for Ferebee Pump Station is in its final design stages and is expected to begin construction during summer 2023.

While our project team works diligently to minimize impacts, you may notice increased noise and traffic, along with the people and heavy equipment (with back-up safety alarms) associated with construction. Please take care when traveling around the construction area and for your safety, do not enter the site. Due to the nature of construction, work is weather and situation dependent, and dates are subject to change.
