South Norfolk Pump Stations & Sanitary Sewer Replacement Project

Bainbridge Boulevard Sewer Pipeline Update

As early as August 21, we will continue the replacement of sanitary sewer pipe on Bainbridge Boulevard, between Byrd Avenue and Orville Avenue. Construction will take place Monday – Friday between the hours of 7 AM – 5 PM.
While construction is underway, the northbound side of Bainbridge Boulevard will be restricted to one lane between Byrd Avenue and Orville Avenue. Residents on Byrd Avenue, Wilbur Avenue, and Orville Avenue will be able to access their homes via their normal routes. The pipeline construction in this area is planned to be completed by late fall 2025.
Dust control measures will be enacted to reduce dust from becoming airborne, including temporary pavement restoration, road cleaning, and/or application of water. Once construction is complete, final pavement restoration will take place.
Following the installation of a sewer bypass system at the intersection of Bainbridge Boulevard and Swain Avenue, excavation work to install gravity sewer pipeline from Swain Avenue towards Redstart Avenue will resume next week.
While the contractors work, you may hear construction noises such as drilling, engines, backup alarms, diesel generators and motors. Vibration monitors will be located onsite and near the construction area to ensure limited disruption to you in your residence. Your water and sewer service will not be disrupted.
Ferebee Avenue Pump Station Update
Excavation has begun at the Ferebee Avenue Pump Station site, which will be followed by installation of concrete formwork and rebar in preparation for pouring the foundation. Vibration monitors are currently in place to ensure that vibration levels are kept below the allowed threshold. During material deliveries or concrete pours, southbound traffic on Bainbridge Boulevard may be reduced to one lane for the safety of our contractor crews and customers.
Final pump station construction is expected to be completed by late 2027.
Park Avenue Pump Station Update

This month, a sewer pipe interconnect was completed in front of the Park Avenue Pump Station site that will eventually divert wastewater flow from the old pump station to the new site.
Construction continued this month at the pump station to prepare for start-up of the pump station, including the testing of pumps, communications, and HVAC systems; installation of HVAC controls, further electrical work, and installing gutters at the new pump station site.
Byrd Avenue and Rodgers Street Sewer Pipeline Update
Following final pavement restoration, Byrd Avenue and Rodgers Street are now open to through traffic.
Perry Street Sewer Pipeline Update
The gravity sewer pipe installation is complete at the intersection of Perry Street and Park Avenue.
Further sewer pipeline installation southward on Perry Street is expected to take place during summer 2026.
While our project team works diligently to minimize impacts, you may notice increased noise and traffic, along with the people and heavy equipment (with back-up safety alarms) associated with construction. Please take care when traveling around the construction area and for your safety, do not enter the site. Due to the nature of construction, work is weather and situation dependent, and dates are subject to change.
