Larchmont Area Sanitary Sewer Improvements (LASSI) Program
--Powhatan Pump Station Rehabilitation Work to Begin--
HRSD, your regional wastewater treatment utility, has a project to replace or rehabilitate pump stations and sewer pipelines in the Larchmont neighborhood. Work to rehabilitate the existing HRSD Powhatan Pump Station located on the corner of Powhatan and Buckingham Avenues is about to begin. This rehabilitation project will improve the sewer system’s performance and ensure continued, reliable sewer service in the future. This work should take place primarily between the hours of 7 a.m. to 5 p.m., Monday – Friday.
Construction Update
- Beginning as early as Monday, June 2nd, mobilization for the rehabilitation of the Powhatan Pump Station at 1548 Buckingham Avenue will occur in the vicinity of your home/business on Buckingham Avenue and Powhatan Avenue. Work will include temporary fencing installation, installation of erosion & sediment controls, implementation of a temporary bypass pump, wet well cleaning, and demolition.
- The temporary bypass pump will ensure that you have continued sewer service during the rehabilitation efforts.
- This work will take place during the daytime. Nighttime work is not anticipated, but if it needs to occur, the contractor will notify you in advance.
- Work at the Powhatan Pump Station site is anticipated to be completed by early 2026. Due to the nature of construction, work is weather- and situation-dependent and dates are subject to change or be extended.
The following conditions can be expected during construction:
- Your water and sewer service will not be disrupted.
- Through traffic will be detoured around active construction zones, but residents will still be able to access their homes. On-street parking will be closed in active pipeline construction zones, which is not expected to occur until later in the project.
- Vibration monitors will be located onsite and near construction areas to minimize disruption. Alerts are provided to the contractor if the vibrations reach a particular level, and work will be stopped if these vibrations exceed federally established levels that may cause damage to residential structures.
- Construction update notices will be distributed to those in the affected areas throughout the project to provide updates of upcoming work. These notices will also be posted on the project webpage and NextDoor.
- Noise can be expected from backup alarms, diesel generators, motors, and other work.
- Dust control measures, such as application of water, will be enacted to reduce dust from becoming airborne.
- Construction work sites will be fenced in to protect from entry, and warning signs will be placed around pipeline work.

While our project team works diligently to minimize impacts, you may notice increased noise and traffic, along with the people and heavy equipment (with back-up safety alarms) associated with construction. Please take care when traveling around the construction area and for your safety, do not enter the site. Due to the nature of construction, work is weather and situation dependent, and dates are subject to change.
