Boat Harbor Land Transmission Pipe Installation
HRSD, your regional wastewater treatment utility, is planning a project in your neighborhood to install a pipeline that will carry flow from the Boat Harbor Pump Station to the Nansemond Treatment Plant. This project is part of the Sustainable Water Initiative for Tomorrow (SWIFT) program. The answers to some Frequently Asked Questions (FAQs) can be found here.
Project Overview
As part of the SWIFT program, HRSD is closing its Boat Harbor Treatment Plant in Newport News to further reduce nutrients discharged into the James River basin. A new pump station, being built near this location, will transport flows through a pipeline that will run beneath the James River, across slightly more than one mile of the northern portion of Suffolk, and under I-664 to the Nansemond Treatment Plant. At the Nansemond Treatment Plant, the wastewater will undergo advanced water treatment to produce SWIFT Water TM, which will meet drinking water quality standards and be used to recharge the Potomac aquifer. The Boat Harbor pipeline will be installed along a portion of College Drive and cross Armstead Road. Our team will use tunnelling to install the pipeline under I-664 to minimize impacts to traffic. The pipeline installation has been coordinated with the on-going construction activities for the development of The Point at Harbor View east of College Drive. These efforts are part of HRSD’s commitment to ensuring a more sustainable future for Hampton Roads.

Staging: Spring 2025
Construction: Summer 2025 - Late 2026
Restoration: Immediately following construction when seasonably appropriate.
