Gravity Sewer Pipeline Improvements: Elmhurst Lane

HRSD, your regional wastewater treatment utility, in coordination with the City of Portsmouth, is planning a project in your neighborhood to rehabilitate existing HRSD sanitary sewer pipelines that are nearing the end of their useful life. This rehabilitation project will ensure continued, reliable sewer service in the future. The answers to some Frequently Asked Questions (FAQs) are provided on the back of this notice here.

Project Overview

This project is in the vicinity of the 3000 block of Elmhurst Lane in Portsmouth, Virginia. The project includes the repair of existing sanitary sewer pipelines and manholes to like-new condition. As part of the work, pipelines will undergo heavy cleaning and interior lining. New manhole frames and covers will be installed, and the manhole interiors will be lined.

Temporary sanitary sewer bypass pumping will be required to complete the work. This will ensure that your sewer service is not interrupted. All work will be within the city right-of-way or on HRSD property. The contractor will maintain a clean job site and minimize traffic disruption.

Project Schedule

Pre-Construction: Early January 2025

Construction: Early January-March 2025

Restoration: Immediately following construction. All restoration is on HRSD property and outside of the city right-of-way
