HRSD, your regional wastewater treatment utility, in coordination with the City of Newport News, is planning a project in your neighborhood to address long standing conditional, access, encroachment, and jurisdictional issues related to the existing sewer within the Newport News Shipbuilding property that was constructed in 1945. This project will also replace infrastructure nearing the end of its useful life, improve the sanitary sewer system’s performance and ensure continued, reliable sewer service in the future. Project Overview

HRSD is undertaking a project to divert public sanitary sewer flow from the existing sewer located within the Newport News Shipbuilding property (private property). This will be accomplished by the replacement of existing sewer infrastructure or installation of new sewer infrastructure within the project area. The existing sewer within the Newport News Shipbuilding property will then be rehabilitated and privatized under a separate project. This project will include the following:

  • Replacement of two sanitary sewer connections at 48th Street and 46th Street.
  • Replacement of existing gravity sewer pipe along Washington Avenue between 38th/34th Street and along 38th Street.
  • Replacement of existing gravity sewer pipe along West Avenue between 34th/33rd Street and along 33rd Street.
  • Replacement of existing HRSD force main sewer pipe along West Avenue between 33rd/35th Street and along 35th Street.
  • Installation of a new City lift station and force main sewer pipe along 31st Street between the 31st Street cul-de-sac and West Avenue.

Staging: September 2022
Construction: Fall 2022 - Fall 2023
