The James River Treatment Plant leads the way as the first HRSD plant to undergo renovations, advancing toward a more sustainable future initiated by the Sustainable Water Initiative for Tomorrow (SWIFT) program. This facility will produce SWIFT Water® which is used to recharge the Potomac Aquifer.

Situated adjacent to the shoreline, significant improvements are being made to this plant, including the addition of an Advanced Nutrient Reduction Improvements (ANRI) facility. The location of the James River Treatment Plant is challenged by shoreline erosion, so this project includes shoreline stabilization. The primary objective of the shoreline stabilization is to protect the James River Treatment Plant's vital wastewater processes. Without the enhanced shoreline, the treatment plant would be vulnerable to erosion, posing a potential threat to nearby tanks.

To help facilitate the upgrades, the City of Newport News sold approximately ten acres of land to HRSD. As part of the land transfer agreement HRSD committed to transforming a portion of the land into trails for public use. The trails in this Phase I project will span approximately one mile, providing visitors with an opportunity to explore scenic sites and river views along Deep Creek and the James River in the City of Newport News. The trails, featuring boardwalks and asphalt paths along the perimeter of the James River Treatment Plant and within the City’s Riverview Farm Park, will include amenities such as restrooms, parking facilities, benches, access points to the river views, and informative signs.

The planning for these projects started in 2019, and design commenced in 2021. The shoreline project was completed in 2023, and the Land Improvements Phase I of the trails project is anticipated to be completed in fall 2024.

The enhancements to both the environment and the infrastructure showcase HRSD’s commitment to not only fulfilling its operational requirements but also making a positive contribution to the community. Environmental Responsibility is one of HRSD’s Strategic Plan priorities. The completion of the shoreline stabilization and trail projects represents a significant milestone for the SWIFT Program and for the James River Treatment Plant and is beneficial to the community and environment.
