Hampton Roads Sanitation District (HRSD) has applied for funding from the Virginia Clean Water Revolving Loan Fund to implement the Wilroy Pressure Reducing Station (PRS) and Offline Storage Facility (OLSF) (CIP project NP014000) in Suffolk.

In accordance with Virginia Department of Environmental Quality’s Procedural Guidelines for the Virginia Clean Water Revolving Loan Fund Section 7, Selected Alternative (4), HRSD is providing the public the opportunity to review the enclosed documents, provide comments for a period of 30 days, and attend a virtual public hearing to be held on September 4, 2024. The documents included for the Wilroy PRS and OLSF (NP014000) Project are as follows:

  • Preliminary Engineering Report
  • Technical Memorandum
  • Environmental Assessment

The public hearing for the purpose of receiving comments on the project, the alternatives considered, their environmental impact, and estimated costs will be held virtually using Microsoft Teams on September 4, 2024 at 6:00 pm. A record of the hearing proceedings will be kept.

The Virginia Clean Water Revolving Loan Fund (Fund) was established as a renewing source of low-interest loan funding for improvements to publicly owned wastewater systems. The Fund is separate, permanent, and perpetual with all principal and interest repaid into the Fund used to finance other projects. The State Water Control Board is responsible for developing the policies and procedures for the Fund and has delegated responsibility for management of the day-to-day operations of the Fund to the Clean Water Financing and Assistance Program of the Virginia Department of Environmental Quality.  

HRSD proposes to construct a 10 million gallon per day PRS, 3 million gallon OLSF, odor control system, emergency generator, and reroute flow through the existing sewer force main pipeline to the PRS. The Project is intended to provide sewer system pressure relief and increase sewer system capacity for Suffolk and Isle of Wight County during wet weather events thereby reducing capacity-related sanitary sewer overflows (SSOs).

Written comments can be submitted electronically with the subject line “Wilroy PRS” to projects@hrsd.com or sent to HRSD, care of Lisa Bolen, PO Box 5911, Virginia Beach, VA, 23471-0911. Comments must be post marked/timestamped no later than September 3, 2024. A record will be kept of all comments received.
