HRSD, your regional wastewater utility, is undertaking a project to improve the sanitary sewer system in West Point, Virginia. The project includes repairs, rehabilitation, and potential replacement of selected sewer pipes and manholes. New property line cleanouts and manholes will also be installed along the right-of-way, and one new manhole structure will be constructed. All work will take place within the existing right-of-way, and all affected areas will be restored upon completion.

The contractor is continuing point repair work throughout the project area. The Closed-Circuit Television (CCTV) work has been completed, and the results are being evaluated.

The project is necessary to provide reliable conveyance of sewage in the West Point Area. Rehabilitating the existing gravity sewer with updated infrastructure will improve system reliability, enhance public safety, and reduce the potential for stormwater infiltration into the sewer system.
Due to the nature of this project being focused on rehabilitation, each work site area is defined by the condition of the existing infrastructure. All work will rehabilitate infrastructure in its current location.
Disruptions to traffic will be minimized, and in most cases, a single lane of traffic will be maintained, and flagging will be used to help direct traffic as needed. If detours are to occur, advanced signage will be put in place, and flagging will be used to help direct traffic as needed.
The contractor will ensure that access to residences and at least one entrance to businesses will be maintained throughout construction. Trash and mail services will not be affected. If necessary, the contractor will move trash containers from within a work zone to an area accessible for pickup and will be responsible for returning them to each residence.
Work will typically take place Monday through Friday during daylight hours (7 a.m. - 5 p.m.). However, there may be times when extended hours, work at night, or weekend work may be necessary.
The work required to rehabilitate or replace sanitary sewer lines may require the lateral pipe serving your property to be removed from service and subsequently reinstated once work on the main sewer pipe has been completed. This interruption of service will be temporary, and the contractor will notify you before work begins so you can plan accordingly. Sewer service typically will be restored within several hours. Your water service should not be affected by this project.
Where manholes are dug up or raised, asphalt, curb, gutters, driveway aprons, and grass will be removed and then restored upon completion of the project.
The typical construction noises such as equipment engines, back-up alarms, materials being delivered, diesel generators, air compressors, sawing, and associated activities should be anticipated.
The contractor is negotiating with private property owners for storage areas in the project vicinity and these sites will be used for most of the equipment and supplies. The contractor will keep some supplies within the active work zone, in the public right-of-way.
Construction workers will not be allowed to park their personal vehicles on the public streets. However, work vehicles will be allowed to park within the active work zone.
The estimated cost for the project is approximately $5.0 million and is financed by the wastewater treatment fees paid by HRSD customers.

A field survey was performed to evaluate the condition of manholes. Based on this assessment, manholes requiring adjustment or replacement were identified and included in the project.
Disruptions to traffic will be minimized. There may be occasional short duration detours or single lane closures. Flaggers will be present to help direct vehicles, as needed.
