South Norfolk Pump Stations & Sanitary Sewer Replacement Project

January Project Update – January 2024

Park Avenue Sewer Pipeline Update

South Norfolk Pump Stations construction

This month, crews are continuing to excavate and install new pipe on Park Avenue. Crews have begun to drive sheet piles at the intersection of Decatur Street and Park Avenue for excavation support and soil retention. Vibrations may be higher than normal due to work associated with this pile driving. Vibration monitors are in place to ensure that vibration levels are kept below the allowed threshold. Following the installation of the sheet piles, pit excavation will occur at this location. A second driving of piles is scheduled to begin as early as January 17th at the intersection of Stewart Street and Park Avenue, followed by excavation to prepare for a jack and bore to install new sewer pipeline. As pictured to the right, our contractors have also installed new manholes in the Stewart Avenue construction area.

Park Avenue will be restricted with no through driving allowed between Hull Street and Jackson Avenue during this phase of the pipeline replacement project to ensure safety around the construction area. Work on Park Avenue between Bainbridge Boulevard and Hull Street has been extended, and the road is currently restricted until February 2024 at the earliest. However, although barriers will be in place, residents will be able to access their homes and alleys via Stewart Street, Decatur Street, and Rodgers Street between Jefferson Street and Holly Avenue. Work is expected to be completed by late 2024.

While the contractors are working, you may hear noises such as drilling, engines, backup alarms, diesel generators and motors. Vibration monitors will be located onsite and near the construction area to ensure limited disruption to you in your residence. Your water and sewer service will not be disrupted. Dust control measures such as paving, frequent road cleaning and/or application of water will be enacted to reduce dust from becoming airborne. After construction, roadways and rights-of-way will be restored to their pre-construction structure and materials.

Notice of 24-Hour Work

Starting as early as February 10th following the excavation of the pits at Decatur Street and Stewart Street, a period of non-stop, 24-hour hydraulic pipe jacking work will occur on Park Avenue between Decatur Street and Stewart Street to install new sewer pipeline. This work, including nighttime pipe jacking, is expected to occur for at least two weeks in this location.

This 24-hour work is necessary because once the pipe jacking effort begins the contractor is unable to stop until the jacking is complete. During this operation, you may hear noises such as hydraulic jacking, engines, backup alarms, diesel generators and motors. Your water and sewer service will not be disrupted.

Park Avenue Pump Station

Park Avenue Pump Station construction

Our contractors are continuing to form walls for the new Park Avenue Pump Station. To create the structure of the walls, they are currently installing steel that will eventually reinforce the walls of the pump station when forms are built and concrete is poured within them to create the walls. Further notices will be given when a pour date is established.

Continuing construction work will occur directly on the pump station property itself, Monday – Friday between the hours of 7 AM – 6 PM. As a reminder, construction of this pump station is ongoing until late 2024.

Ferebee Pump Station Update

The replacement structure for Ferebee Pump Station is in its final design stages and is expected to begin construction during spring 2024.

While our project team works diligently to minimize impacts, you may notice increased noise and traffic, along with the people and heavy equipment (with back-up safety alarms) associated with construction. Please take care when traveling around the construction area and for your safety, do not enter the site. Due to the nature of construction, work is weather and situation dependent, and dates are subject to change.
