February Project Update – February 2024

Park Avenue Sewer Pipeline Update

South Norfolk Pump Stations concrete pour map

After driving sheet piles and excavating pits on Park Avenue earlier this month, our contractors have begun installing new sewer pipelines via a jack and bore process between pits on Park Avenue. This process consists of a period of non-stop, 24-hour hydraulic jacking of new pipe underground that began on February 13th and is expected to continue for at least two weeks.

The 24-hour work is necessary because once the pipe jacking effort begins the contractor is unable to stop until the jacking is complete. During this operation, you may hear noises such as hydraulic jacking and motors. Vibration monitors are in place to ensure that that vibration levels are kept below the allowed threshold. The first portion of the work will occur between Decatur Street and Stewart Street, followed by a second round of pipe jacking between Decatur Street and Rodgers Street.

Park Avenue will be restricted with no through driving allowed between Hull Street and Jackson Avenue during this phase of the pipeline replacement project to ensure safety around the construction area. Work on Park Avenue between Bainbridge Boulevard and Hull Street has been extended, and the road is currently restricted until late 2024 at the earliest. However, although barriers will be in place, residents will be able to access their homes and alleys via Stewart Street, Decatur Street, and Rodgers Street between Jefferson Street and Holly Avenue. The pipeline work on Park Avenue is expected to be completed by late 2024.

While the contractors are working, you may hear noises such as engines, backup alarms, diesel generators and motors. Vibration monitors will be located onsite and near the construction area to ensure limited disruption to you in your residence. Your water and sewer service will not be disrupted. Dust control measures such as paving, frequent road cleaning and/or application of water will be enacted to reduce dust from becoming airborne. After construction, roadways and rights-of-way will be restored to their pre-construction structure and materials.

Park Avenue Pump Station Update

ImageFollowing two initial pours to form the lower walls of the new Park Avenue pump station in January, our contractors poured the interior subterranean walls of the pump station within aluminum molds in early February (correction: these walls were actually interior walls rather than the upper walls listed in Notice #36). Upper walls will be placed in the near future. To ensure the integrity of their work, the contractor is now testing the concrete before continuing further with construction.

Continuing construction work will occur directly on the pump station property itself, Monday – Friday between the hours of 7 AM – 6 PM. As a reminder, construction of this pump station is ongoing until late 2024.

Ferebee Pump Station Update

The replacement structure for Ferebee Pump Station is in its final design stages and is expected to begin construction during late 2024.

While our project team works diligently to minimize impacts, you may notice increased noise and traffic, along with the people and heavy equipment (with back-up safety alarms) associated with construction. Please take care when traveling around the construction area and for your safety, do not enter the site. Due to the nature of construction, work is weather and situation dependent, and dates are subject to change.
