North Shore Gravity Sewer Improvements Phase 1
HRSD Capital Improvement Program Project (GN014900) -
HRSD is undertaking a project to rehabilitate or replace approximately 7,500 feet of gravity sewer piping and 40 manholes in order to reduce the risk of sanitary sewer overflows during heavy rain events such as Nor’easters or hurricanes. The project includes seven sites within the cities of Hampton, Newport News, and Williamsburg.

King Street Area: This portion of the work is complete.
Aberdeen Road: Work along Aberdeen continues, repair work and additional lane closures are expected to remove bypass piping that is buried in the road and driveways. Night work will be occurring.
Copeland Park: Bypass pumps and piping have been set up at the station. No traffic delays are expected.
Seaboard Lane/Bay Shore Lane: Rehab work is complete on Seaboard; however, there are some items that will be addressed weather permitting.
Williamsburg Pump Station: Construction has not started at this time.
Hampton University Pump Station: Construction has not started at this time.
Ferguson Park Pump station: Construction has not started at this time.
Morrison Pump Station: : This portion of the work is complete

City of Hampton: The work will take place along N. King Street, approximately between Rip Rap Road and I-64, Seaboard Lane/Bayshore Lane between Buckroe Avenue and S. 1st Street, and Aberdeen Road between 52nd and 58th Streets. Comprehensive traffic control plans will be implemented to minimize inconvenience.
City of Newport News: The work will be confined to HRSD property at Morrison Pump Station and Ferguson Pump Station sites with minimal traffic impacts to surrounding areas.
City of Williamsburg: The work will be confined to HRSD and Colonial Williamsburg Foundation property. Construction traffic will enter and exit from Newport Avenue. and S. England Street.

This project is a necessary part of a more extensive, federally-mandated program to reduce sewage overflows during rainstorms. This project will rehabilitate existing infrastructure to help ensure HRSD’s ability to protect public health and the environment for decades to come.

Every effort will be made to minimize disruptions to traffic, and in most cases, no more than a single lane of traffic will be closed during the day. No planned detours are anticipated, but flagging or police officers will be used to help direct traffic as needed.

Access to residences and businesses will be maintained throughout construction. Trash and mail services will not be affected. If necessary, the contractor will move trash containers from within a work zone to an area accessible for pickup and will be responsible for returning them to each residence.

Work will typically take place Monday through Friday from 7:00 AM – 7:00 PM; there may be exceptions in certain locations to reduce impacts to the community, adhere to City ordinances, or as required in order to complete the work.

Your sewer service may be temporarily interrupted if work is to be performed on or near the lateral sewer pipe that serves your property. If your service is to be interrupted, the contractor will notify you before your lateral is to be rehabilitated so you can plan accordingly. Typically, service interruptions will occur during night work, and sewer service typically will be restored within several hours. Your water service should not be affected by this project, though you may have to refrain from using water during a sewer service interruption.

The majority of this project involves pipeline rehabilitation, which has minimal impacts to existing pavement. Where sewer and lateral pipes are dug up, asphalt, curb, gutters, driveway aprons, and grass will be removed and then restored upon completion of that segment of the project.

The typical construction noises such as vehicles, back-up alarms, materials being delivered, diesel generators, air compressors, sawing, and associated activities should be anticipated.

The equipment and materials may be stored in the public right-of-way or on private property where the contractor has already negotiated with the private property owners.

Construction workers will park wherever public parking is allowed and will not park on private property unless they have negotiated with the private property owners.

The estimated cost for the project is approximately $13 Million and is financed by the wastewater treatment fees paid by HRSD ratepayers and the Virginia Clean Water Revolving Loan Fund (CVWRLF).
