Park Avenue Sewer Pipeline Updatemap

As early as Monday June 5, 2023, HRSD, your regional wastewater treatment utility, will continue its work of replacing aging HRSD sanitary sewer pipelines and public sewer service connections on Park Avenue.

To ensure safety around the construction area, traffic on Park Avenue will be restricted between Hull Street and Jackson Avenue starting on June 5th. No vehicles will be able to drive on Park Avenue between Hull Street and Jackson Street. However, although barriers will be in place, residents will be able to access their homes and alleys via Stewart Street, Decatur Street, and Rodgers Street between Jefferson Street and Holly Avenue. Please review the image above to understand how streets will be closed or restricted.

After traffic restrictions are in place, contractors will begin saw cutting the asphalt to prepare the street for excavation. This work will occur in the bore pit locations indicated in blue in the image above.

Once the saw cutting is complete, excavation of the bore pits will begin so that contractors can access the sewer pipes under the pavement. After excavation, contractors will work beneath the pavement to install new sewer lines. Work is expected to be completed by late 2023.

During this time:

  • Park Avenue will not be accessible by traffic between Stewart Street and Rodgers Street. Residents who live on Park Avenue between Hull Street and Jackson Avenue will need to access their homes via their back alley.
  • Construction work will occur Monday – Friday between the hours of 7 AM – 5 PM.
    • You will be given advance notice of the need for any work that needs to occur outside of these standard hours.
  • To mitigate dust impacts during work, contractors will apply water to saws and other equipment.
  • Mail and package delivery service will not be impacted as contractors will work with delivery services to ensure that mail and packages reach their home. However, residents may want to provide specific instructions to delivery services to alert them of the road closure.
  • Trash service will continue to be picked up in the locations that you typically place your trash.

While the contractors are working, you may hear noises such as drilling, engines, backup alarms, diesel generators and motors. Vibration monitors will be located onsite and near the construction area to ensure limited disruption to you in your residence. Your water and sewer service will not be disrupted. Dust control measures such as paving, frequent road cleaning and/or application of water will be enacted to reduce dust from becoming airborne. After construction, roadways will be restored to their pre-construction structure and materials.

While our project team works diligently to minimize impacts, you may notice increased noise and traffic, along with the people and heavy equipment (with back-up safety alarms) associated with construction. Please take care when traveling around the construction area and for your safety, do not enter the site. Due to the nature of construction, work is weather and situation dependent, and dates are subject to change.
