HRSD Capital Improvement Program Project (MP013730) -
HRSD, your regional wastewater treatment utility, is undertaking a project to construct a sewage conveyance system to serve Middlesex County. The new system will include new pipes and pump stations to convey wastewater from Middlesex County to HRSD's existing sewage system in Mathews County. The new pipes and pump stations will generally be constructed in the Town of Urbanna, Urbanna Road (Route 227), General Puller Highway (Route 33), Twiggs Ferry Road (Route 3), and near the Waverley Lane/John Clayton Memorial Highway in Gloucester. The project will enable decommissioning of both the HRSD Urbanna and Central Middlesex Treatment Plants.

The work will be confined to Linden Street, Bonner Street, Grace Avenue, Waverly Road, and Nimcock Road in the Town of Urbanna and Urbanna Road (Rte. 227); General Puller Highway (Rte. 33) from the intersection of Urbanna Road (Rte. 227) to the intersection of Twiggs Ferry Road (Rte. 3); and Twiggs Ferry Road (Rte. 3) to the intersection of Buckley Hall Road (Rte. 198). Comprehensive traffic control plans will be implemented to minimize inconvenience.

This project is necessary to provide reliable sanitary sewer service to Middlesex County. It will accommodate both current and future sanitary sewer flows and will allow two existing HRSD wastewater treatment plants in Middlesex County to be decommissioned, which will enhance water quality in the region.

Disruptions to traffic will be minimized, and in most cases, a single lane of traffic will be maintained. No planned detours are anticipated, but flagging will be used to help direct traffic as needed. The majority of the project work will be located within the public right-of ways or easements.

The contractor will ensure that access to residences and at least one entrance to businesses will be maintained throughout construction. Trash and mail services will not be affected. If necessary, the contractor will move trash containers from within a work zone to an area accessible for pickup and will be responsible for returning them to each residence.

Work will typically take place Monday through Friday during daylight hours (8 a.m. - 4 p.m.). However, there may be times when extended hours, work at night, or weekend work may be necessary.

There may be instances when sewer lateral pipes or water service lines need to be relocated to eliminate a conflict with the proposed pipeline. In these cases, you may be temporarily without water or sewer service while the work on the sewer laterals or water service lines is being performed. The contractor will notify those affected in advance of this work, so they can plan appropriately.

Where new pipelines are installed, asphalt, curb, gutters, driveway aprons, and grass will be removed and then restored upon completion of the project.

The typical construction noises such as equipment engines, back-up alarms, materials being delivered, diesel generators, air compressors, sawing, etc. should be anticipated.

The contractor will store equipment and materials within temporary construction easements, on HRSD property, and within the active work zone in the public right-of way.

Construction workers will not be allowed to park their personal vehicles on the public streets. However, work trucks will be allowed to park within the active work zone.

At the water crossings, the new pipeline will be installed by “trenchless methods.” This will involve directionally drilling the new pipeline under the wetland, river, and creek areas without disturbing these environmentally sensitive areas. HRSD has acquired the necessary environmental permits to perform this work.

There will be no interruption to boat traffic; all work will be completed from the banks of the river/creek.

The estimated cost for the project is $33,475,000 and is financed by the wastewater treatment fees paid by HRSD customers.

The Urbanna Pump Station is part of the Middlesex: Urbanna to Mathews Sewer Transmission Pipe project where the wastewater treatment plants at Urbanna and the Central Middlesex Jail are to be decommissioned. As part of this project, the Urbanna Pump Station is needed to collect the wastewater from the Town of Urbanna and pump to the upgraded transmission system, which eventually discharges to the York River Treatment Plant. This system is necessary to continue providing wastewater service to the Town of Urbanna.

The pump station will not create odor issues. HRSD will install an odor collection and abatement system to treat the air at the station. Similar technologies have been proven effective with other HRSD pump stations, wastewater treatment plants, and other odor related facilities.

HRSD, the design team, and the selected contractor will be coordinating closely with the Town of Urbanna and Middlesex County to minimize impacts on traffic and pedestrians in areas near construction. County and Town noise ordinances will be followed by identifying and dampening excessive noise-generating activities as well as vibration from equipment during construction activities.

Your water and sewer service should not be affected by this project.

Equipment and materials for this project will be stored on the project site within HRSD property boundaries and should not require any additional offsite storage.

Construction workers will park on the project site within HRSD property boundaries. Construction personnel will not be allowed to park their personal vehicles on the public streets.

The estimated cost for the new Urbanna Pump Station is approximately $2.0 million and is financed by the wastewater treatment fees paid by HRSD customers.
